Location: Kolkata Experience: 6–10 Years Industry: PEB | Prefabricated Construction | EPC | Infrastructure | Project Business Employment Type: Full-Time | Permanent Travel: Extensive travel across Eastern India Reporting To: Regional Sales Head – East About the Opportunity We are hiring a Business Development Manager – Government, PSU & Institutional Business for a client of ours operating in the PEB, prefabricated construction and turnkey engineered-building space. The role will be responsible for creating and converting business from Government departments, PSUs, public institutions and major EPC contractors executing Government/PSU projects across Eastern India. This is a project business development role, requiring solid pre-tender relationship building, project intelligence, tender expertise and techno-commercial closure capability. Key Responsibilities - Identify Government and PSU projects before tender publication, including at DPR, budget, consultant appointment, specification and tender-planning stages. - Build project intelligence through Government departments, PSUs, consultants, PMCs, architects, EPC contractors and institutional stakeholders. - Develop both direct Government/PSU opportunities and EPC-led Government projects. - Position PEB, prefabricated and turnkey building solutions during the early stages of project development. - Build and maintain strong relationships with Government officials, PSU teams, EPC decision-makers, PMCs and consultants. - Drive vendor registration, empanelment, prequalification and approved-make/specification inclusion. - Monitor and work hands-on with GeM, CPPP/eProcure, Central & State Government e-procurement and PSU portals - Review EOI/RFQ/RFP/NIT/tender documents including eligibility, BOQ, specifications, EMD/BG, completion requirements, LDs, payment terms and commercial conditions. - Lead pre-bid discussions, clarifications, tender deviations,



technical submissions and commercial bid coordination. - Coordinate with Design, Estimation, Commercial, Finance and Operations teams for techno-commercial proposals. - Manage negotiations, follow-ups and order finalization while protecting commercial and contractual parameters. - Maintain a strong opportunity pipeline, tender calendar, CRM/MIS and closure forecast. - Ensure smooth handover of won orders to internal execution teams. What We Are Looking For - 6–10 years of experience in project sales / business development with proven Government, PSU, institutional and/or Government-EPC exposure. - Demonstrated experience in identifying, participating in and converting Government/PSU tenders not merely tender documentation. - Existing working relationships with Government departments, PSUs, EPC contractors, PMCs and consultants, preferably across Eastern India. - Strong understanding of Government procurement and e-procurement processes. - Hands-on knowledge of pre-tender opportunity development, pre-bid meetings, BOQ/specification review, EMD/BG and commercial tender conditions. - Ability to influence projects before tender publication and build long-cycle project pipelines. - Strong techno-commercial understanding, negotiation and closure skills. - Willingness to travel extensively across Eastern India. Preferred Industry Exposure Candidates from PEB, prefabricated construction, structural steel, industrial construction, EPC, infrastructure, turnkey buildings, roofing/cladding or other project-based building solutions will be preferred.
