The RTO Executive is responsible for managing all Regional Transport Office (RTO)-related activities for the company's fleet or client vehicles. This includes obtaining necessary permissions, ensuring vehicle compliance, handling documentation, managing fines/challans, and coordinating with state RTOs and MoRTH portals to keep vehicles legally roadworthy and operational. The role ensures timely renewals, minimizes downtime due to non-compliance, and supports smooth fleet operations in line with Motor Vehicles Act and Central Motor Vehicles Rules (CMVR).

Key Responsibilities
- State RTO Filings & Approvals Handle all state-level RTO processes across multiple states, including registration, re-registration, ownership transfer (RC transfer), hypothecation addition/removal, address change, duplicate RC/DL, and NOC issuance.
- Vehicle Fitness Certificate Management Schedule and coordinate vehicle fitness tests/inspections (at RTO or authorized automated testing stations - ATS), ensure timely renewal of fitness certificates,



and maintain records to avoid penalties or seizure under MV Act Section 192.
- Documentation Preparation & Submission Prepare, verify, and submit complete documentation packets for RTO processes (including forms, insurance, PUC, tax receipts, photos, chassis/engine impressions, etc.). Handle online submissions via Parivahan portal (VAHAN/SARATHI) and follow up for approvals.
- Challan / Fine Management (Online & Offline) Monitor, track, and resolve e-challans and offline challans issued to company vehicles (for overloading, speeding, fitness expiry, permit lapse, etc.). Coordinate payments, contest invalid challans where applicable, and ensure clearance to prevent blocks on RC/fitness renewal or NOC.
- Permit Renewals & Compliance Tracking Track expiry dates for permits, fitness, insurance, taxes, and other compliances across the fleet. Renew national/state permits, authorization, countersignature, etc., and ensure vehicles remain compliant to avoid
