Role Overview

We're seeking a energetic and technically grounded Senior Technical Program Manager to lead cloud application migration programs across Azure and Google Cloud Platform (GCP) in the healthcare vertical. This role is central to shaping cloud strategy, defining migration waves, and coordinating complex upstream and downstream dependencies across multiple vendors and internal teams.

You'll drive the full migration lifecycle—from Day 0 (strategy and planning) to Day 2 (operations and optimization)—while applying FinOps principles and Agile delivery practices using Rally and Scrum.

Key Responsibilities

Cloud Strategy & Migration Planning

- Collaborate with cloud architects and business stakeholders to define cloud migration strategy
- Segment applications into migration waves based on business priority, technical complexity, and compliance needs
- Develop and maintain wave plans, migration roadmaps, and execution timelines

Technical Oversight & Lifecycle Management

- Lead Day 0 to Day 2 activities including discovery, assessment, re-hosting, re-platforming, and post-migration optimization
- Ensure technical alignment with Azure and GCP best practices and healthcare compliance standards (HIPAA, HITRUST)
- Drive automation, tooling, and cloud-native adoption across migration efforts

Dependency Coordination

- Identify and manage upstream/downstream dependencies across applications, data flows,



and infrastructure
- Facilitate cross-team collaboration to resolve blockers and ensure seamless integration
- Maintain dependency maps and impact analysis documentation

FinOps & Cost Optimization

- Implement FinOps frameworks to monitor, forecast, and optimize cloud spend
- Collaborate with finance and engineering teams to establish tagging, chargeback, and budget controls
- Use tools like CloudHealth, Apptio, or native Azure/GCP cost management platforms

Agile Program Delivery

- Lead Agile ceremonies and delivery planning using Rally and Scrum methodologies
- Track program progress, manage risks, and ensure timely delivery across sprints and milestones
- Provide executive-level reporting on program health, financials, and outcomes

Required Qualifications

- 8+ years of experience in technical program management, with 3+ years in cloud migration
- Proven experience in Azure and GCP cloud environments
- Strong understanding of healthcare IT compliance and regulatory frameworks
- Hands-on experience with FinOps tools and practices
- Proficiency in Agile delivery using Rally and Scrum
- Excellent communication, stakeholder engagement, and vendor management skills
- Preferred certifications: Azure Solutions Architect, GCP Professional Cloud Architect, FinOps Certified Practitioner, PMP or Agile
