About Outline India
Outline India is a leading research and data organization working across India and South Asia. We partner with global institutions such as the World Bank, UNICEF, Mastercard Foundation, and GSMA to deliver large-scale field research, impact evaluations, and policy studies.
You will be the single point of accountability for making sure our projects run smoothly, on time, and within budget – from internal operations to field deployment to close-out.

Role Indicators:
?What You Will Own
1. Operating Model & Process Leadership
- Design and implement the end-to-end operating model: how projects move from win → planning → field deployment → delivery → close-out.
- Define and enforce SOPs across finance, HR, admin, and field operations.
- Identify bottlenecks and redesign workflows to improve speed, cost-efficiency, and reliability.
- Build dashboards and reporting system so leadership always has visibility on timelines, costs, risks, and quality.
2. Field Operations & Vendor Ecosystem
- Own field operations: logistics, data collection operations, and quality control mechanisms.
- Develop field scopes of work, operational plans, budgets, and vendor contracts in coordination with project teams.
- Negotiate field budgets and vendor costs; approve payments, invoices, and reimbursements in coordination with Finance.
- Build and manage a reliable network of field partners, agencies, and freelancers across states.
3. Finance, HR & Admin Oversight
- Work closely with Finance to ensure sound project budgeting, cost tracking, and compliance.
- Oversee HR operations: records, attendance, payroll inputs, policy updates, and basic compliance.
- Lead hiring and performance management for your team (ops, field ops, HR/admin).
- Drive culture initiatives that reinforce ownership, discipline, and follow-through.
?What We're Looking For
- 11+ years of experience in operations-heavy roles (operations management, field operations, or program operations) in research organizations, NGOs, development sector, consulting firms
- Proven track record of building or transforming operating models, not just running existing processes.
- Experience leading teams of 30-40 staff and managing budgets and vendors at scale.
- Strong proficiency in Excel/Google Sheets and operational reporting; comfort with data-driven decision-making.
- Excellent communication, negotiation, and stakeholder management skills.
- Comfortable working in ambiguity, making judgment calls, and driving cross-functional execution.
