About the role

The Deputy Lead will




independently drive procurement for civil, MEP, contractor, consultant and
capital expenditure requirements across land, infrastructure and
infrastructure-linked sports academy works. This role requires a specialist
procurement professional who can combine commercial acumen with practical
understanding of project procurement, technical scoping interfaces and
governance-led execution.

What you’ll do –

This role will report to the Procurement Lead and will manage
end-to-end procurement across land and infrastructure-related categories,
including civil works, MEP packages, contractors, consultants, specialized
project services, capex purchases and related project procurement requirements.
The role will work closely with business, project and technical stakeholders to
translate project needs into well-governed sourcing and commercial outcomes.

- Own
procurement for infrastructure categories including sourcing strategy,
tendering approach, commercial evaluation, negotiation and award
recommendation.

- Partner
with project and technical stakeholders to understand scope requirements,
specification freeze points, timelines and commercial sensitivities before
sourcing is initiated.

- Lead
procurement processes for civil, MEP, contractor and consultant packages using
structured comparisons and robust evaluation logic.

- Develop




and maintain a capable vendor and consultant ecosystem through market scans,
contractor discovery, vendor qualification and performance tracking.

- Review
cost estimates, commercial proposals, rate reasonability and scope inclusions
or exclusions with robust analytical rigour and practical business judgement.

- Drive
negotiations covering commercials, clarifications, milestone structures,
payment terms, risk allocation and delivery commitments.

- Support
contracting and award documentation by ensuring scope clarity, BOQ alignment,
deviation capture and approval notes are complete and audit ready.

- Track
package status, bottlenecks, pending decisions and supplier performance risks
to minimise project delays arising from procurement dependencies.

Requirements

Skills and Qualifications:

- Bachelor’s
degree in engineering, Commerce, Business Administration or related field.

- 8–15
years of procurement, sourcing or category management experience with ability
to manage a business vertical independently.

- Experience
in social sector procurement and familiarity with relevant regulatory
frameworks will be preferred.

- Strong
capability in stakeholder partnering, vendor development, negotiation and
commercial decision-making.

- Sound
understanding of procurement controls, approval discipline, documentation
standards, ERP tools and Excel-based analysis.

- Guide
junior team members or shared support resources to improve execution discipline
and documentation quality

- High
ownership, structured thinking, business acumen, attention to detail and
ability to balance execution speed with governance discipline.
