Manager Contracts & Procurement

Department: Contracts & Procurement
Location: Mumbai Head Office
Reporting To: Procurement Head
Experience: 10+ Years
Qualification: B.E./B.Tech – Civil Engineering

About the Role : The role will be responsible for managing the end-to-end contract lifecycle — from scoping requirements and tendering to vendor evaluation, negotiation, contract award, administration and closure.

The incumbent will work closely with Projects, Design, Finance and regional teams, while managing contractors, consultants, vendors and suppliers to ensure timely procurement, commercial effectiveness, contractual compliance and smooth project execution.

Key Responsibilities

1. Contract Scoping & Tendering

- Review requirements received from Projects, Design and other functions for technical, material and service requirements.
- Develop RFPs, tenders and commercial enquiries using approved templates and processes.
- Identify suitable vendors from the empanelled vendor database.
- Identify, evaluate and pre-qualify current vendors as required.
- Consolidate and analyse quotations received from vendors and contractors.
- Validate and benchmark quoted prices against market rates and available data.
- Ensure the scope of work, specifications, commercial terms and deliverables are clearly defined before tendering.

2. Vendor & Contractor Evaluation

- Evaluate and shortlist contractors, vendors and consultants based on commercial, technical and execution capability.
- Conduct vendor reference checks, including:
- Company profile and credentials
- Track record and market reputation
- Quality of previous work
- Financial and execution capability
- Relevant project experience
- Conduct site visits/reference checks where required.
- Recommend suitable vendors/contractors for internal approvals.
- Maintain and periodically update the empanelled vendor database.

3. Contract Formulation & Award

- Draft and finalize contracts/agreements based on approved commercial terms and rate structures.
- Standardize and maintain GCC, SCC and other contractual documents.
- Ensure contracts clearly define scope, specifications, rates, timelines, payment terms, warranties and other commercial conditions.
- Prepare and release Work Orders (WOs)



to vendors/contractors using approved formats.
- Generate and process Purchase Orders (POs) in coordination with relevant functions.
- Ensure all required contractual documents are obtained, including Bank Guarantees, Performance Guarantees, Warranties and other statutory/commercial documentation.
- Drive commercial optimization and cost-saving opportunities during contract finalization.

4. Contract Administration & Governance

- Administer contracts throughout the project lifecycle and ensure compliance with agreed terms and conditions.
- Monitor contractor performance against agreed scope, specifications, timelines and contractual obligations.
- Ensure materials and services are delivered as per approved schedules and specifications.
- Monitor contractual compliance with applicable statutory and regulatory requirements.
- Maintain regular communication with contractors, consultants and vendors.
- Review and support resolution of contractual issues, deviations, claims and extra works.
- Act as a facilitator between project teams and contractors in resolving issues related to contract interpretation and contractual intent.
- Support resolution of disputes while protecting the company’s commercial and contractual interests.
- Monitor billing and material reconciliation in coordination with Project, Finance and other relevant teams.
- Ensure proper documentation of contract changes, approvals, claims and correspondence.
- Drive timely contract closure and final settlement.

5. MIS, Reporting & Commercial Analytics

- Prepare and maintain consolidated rate sheets, award summaries and commercial benchmarks.
- Maintain records of vendor/contractor evaluations, negotiations, awards and performance reviews.
- Develop and maintain relevant contracts and procurement MIS.




- Ensure accurate and timely contractual documentation and reporting.
- Track procurement and contract-related TATs, cost savings and process compliance.
- Provide relevant commercial insights to management for decision-making.

6. Process Compliance & Improvement

- Ensure adherence to company-defined Contracts & Procurement policies, processes and approval mechanisms.
- Ensure procurement and contract activities are aligned with project timelines.
- Identify opportunities to improve processes, efficiency, cost and productivity.
- Recommend and implement process improvements within the Contracts & Procurement function.
- Support standardization of contracts, procurement practices and documentation across regions.
- Develop regional resources through knowledge sharing, process training and capability building.

External Stakeholders: Contractors, Vendors, Suppliers, Consultants, Service providers

What We’re Looking For

- Strong experience in contractor/vendor management.
- Proven experience in tendering, commercial evaluation and negotiations.
- Experience in contract formulation, award and administration.
- Strong understanding of construction materials, specifications and project execution.
