Janaagraha has partnered with the Department of Housing Urban Affairs (DoHUA), Government of Assam to provide program design support to its flagship urban transformation initiative called Doh Shaher Ek Rupayan and for urban reforms concerning Public Finance Management (PFM), Organization Development (OD Process People), and Participatory Governance (PG) to improve the quality of service delivery across Assam s cities.

Janaagraha s work in Assam is organized under two verticals State Programs and State Systems and Capacities. We are looking for a highly passionate, experienced, and competent professional to serve as Sr. Associate State Programs for our program in Assam.

As Associate / Senior Associate State Systems and Capacities, you will play a role in implementing reform agendas concerning state capacities in general and the implementation of people-centric reforms in state and local governments in particular.

KEY RESPONSIBILITES

Public Finance Management

- Driving systemic public finance reforms, working closely with state and urban local governments on budget processes, financial planning, and resource allocation.
- Support reforms in municipal finance by facilitating the rollout and adoption of the digital modules on Finance Accounting (FA) and Budget initiatives across Urban Local Bodies (ULBs).
- Active support to improving functionalities of IT systems that enable management of DoHUA and ULBs finances. Support to institutionalise the use of these systems (e.g. FA module) in decision making.




- Assist in conducting capacity-building sessions and providing ongoing handholding support to Executive Officers (EOs), Financial Management Officers (FMOs), and Accountants to ensure effective utilization and continuous usage of the platform.
- Engage with ULBs to help monitor financial data entry, reporting, and compliance on UPYOG, ensuring accuracy, standardization, and timely submission.

Data Analysis Management

- Timely data collection, ensuring data integrity, and analysis to support program components.
- Develop data-driven insights to inform decision-making and track progress and create reports.
- Ensure best practices for continuous data monitoring, accuracy, and quality assurance.

Project Execution Implementation

- Support the Manager State Systems and Capacities in project implementation across components as per requirement.
- Coordinate with internal teams and external consultants to track project milestones, prepare updates, and address any challenges in program delivery.
- Participate in field visits, workshops, and training sessions to support the effective rollout of organization development initiatives.

Stakeholder Engagement

- Engage proactively with government officials, department heads,



and other key stakeholders to gather requirements, share insights, and foster collaborative relationships.
- Prepare and present data-driven insights and reports to stakeholders, including government officials and team leads, to support decision-making.

Change Management Capacity Building

- Assist in designing and delivering change management interventions.
- Support the development and dissemination of toolkits, training materials, and resources.

Knowledge Cataloguing Documentation

- Support in developing and maintaining a knowledge catalogue that organizes and standardizes resources, templates, case studies, and best practices.
- Document key project learnings, stakeholder insights, and implementation challenges, creating a repository for institutional memory that supports continuous improvement.

QUALIFICATIONS AND EXPERIENCE

- Master s degree in Public Policy, Public Administration, Business, Management, Social Work, Development, Economics, or a related field. A Commerce / CA background during Undergraduate studies is preferred
- 4 5 years of relevant experience in municipal finance or social development programme administration, including managing delivery in dynamic environments.
