About the Role

UniLiv is looking for a detail-oriented and execution-driven Tendering & Bid Management Executive to join the Founders' Office.

The person will be responsible for identifying, tracking, preparing, and submitting tenders, RFPs, EOIs, RFQs, and institutional proposals for UniLiv's business opportunities.

The ideal candidate should have strong knowledge of tender documentation, compliance requirements, bid preparation, pricing coordination, and submission timelines, while working closely with founders, finance, legal, operations, projects, and business teams.

Hands-On Tendering Experience – Key Requirement

The candidate must have personally applied for and submitted tenders end-to-end, rather than only supporting the process.

Hands-on experience in preparing technical and financial bids, working on GeM and government e-procurement portals, DSC-based submissions, EMD, and managing live submission deadlines is mandatory. Candidates with experience in successfully submitting or winning government/institutional tenders will be strongly preferred.

Key Responsibilities

1. Tender Search & Opportunity Tracking

• Search for relevant tenders, RFPs, EOIs, RFQs, and government/private institutional opportunities.

• Track opportunities through government portals, GeM, e-procurement websites, university/institution websites, PSU portals, and private tender platforms.

• Maintain a live tender tracker covering deadlines, eligibility, scope, submission status, required documents, EMD, fees, and responsible teams.

• Identify tenders relevant to student housing, hostel management, facility management, food services, housekeeping, security, campus operations, manpower, and hospitality services.

2. Tender Evaluation & Eligibility Check

• Read tender documents carefully and summarize key requirements for management.

• Check eligibility criteria, financial requirements, technical qualifications, experience requirements, certifications, and compliance conditions.

• Highlight risks, gaps, mandatory requirements, and documents needed before applying.

• Prepare go/no-go summaries for leadership decision-making.

3. Bid Preparation & Documentation

• Prepare complete technical and financial bid documents as per tender requirements.





• Coordinate with internal teams for company documents, financial statements, legal documents, certificates, past experience, project details, manpower plans, BOQs, and pricing inputs.

• Prepare annexures, declarations, forms, cover letters, authority letters, undertakings, and supporting documents.

• Ensure all documents are properly formatted, signed, stamped, scanned, named, and uploaded/submitted correctly.

4. Proposal & Presentation Support

• Support the Founders' Office in creating institutional proposals and pitch documents.

• Draft technical write-ups, company profiles, project methodology, execution plans, staffing plans, transition plans, and service delivery models.

• Customize proposals as per tender scope and institution requirements.

• Benchmark competitor offerings and suggest improvements in UniLiv's bid strategy.

5. Submission & Compliance Management

• Manage online and offline tender submissions within defined deadlines.

• Handle portal registrations, document uploads, DSC-based submissions, tender fee payments, EMD coordination, and acknowledgement tracking.

• Attend or coordinate pre-bid meetings, site visits, clarifications, and query submissions.

• Track corrigendums, addendums, revised deadlines, and changes in tender conditions.

• Maintain proper records of submitted bids, documents, receipts, and communication.

6. Post-Submission Follow-up

• Track tender opening dates, technical evaluation, financial bid opening, and result updates.

• Coordinate responses for clarifications, additional documents, presentations, or negotiations.

• Support contract review, LOI acceptance, work order documentation, and handover to operations after award.

Skills & Knowledge Required

• Strong knowledge of tendering processes, RFPs, RFQs, EOIs, BOQs, technical bids, and financial bids.

• Working knowledge of government e-procurement portals, GeM, PSU portals, and private tender platforms.

• Hands-on knowledge of Digital Signature Certificate (DSC) usage and online tender submission.





• Understanding of EMD, tender fees, performance bank guarantees, security deposits, and basic commercial terms.

• Basic understanding of contracts, SLAs, scope of work, eligibility criteria, compliance clauses, and penalty clauses.

• Strong MS Excel / Google Sheets skills for tender trackers, costing sheets, and comparison sheets.

• MS Word / Google Docs for documentation and bid preparation.

• PowerPoint / Google Slides for proposals and presentations.

• Strong written English for drafting letters, declarations, summaries, and proposals.

• Strong document control, formatting, file naming, scanning, stamping, signing, and submission discipline.

Candidate Requirements

• 2–5 years of hands-on experience in tendering and bid management.

• Must have personally applied for and submitted government, PSU, university, or institutional tenders end-to-end.

• Background in tendering, proposal management, institutional sales support, government projects, facility management, hospitality, real estate, infrastructure, manpower services, or related sectors.

• Strong attention to detail and ability to manage multiple deadlines.

• Ability to read lengthy tender documents and quickly extract important information.

• Strong coordination skills with internal teams and external consultants/vendors.

• Ability to work under pressure, especially during tender submission deadlines.

• Strong ownership, follow-up discipline, and documentation skills.

• Comfortable working in a fast-paced startup environment.

Preferred Experience

• Experience in tenders related to facility management, hostel management, campus operations, housekeeping, security, manpower, food services, hospitality, or institutional services.

• Prior experience with government, university, education, healthcare, PSU, or corporate tenders.

• Knowledge of GeM registration, vendor registration, and institutional empanelment processes.
