Position Summary

The Lead – HSE will lead and govern the health, safety and environmental management function across multiple industrial construction and EPC project sites in India. The role is responsible for establishing a proactive safety culture, ensuring statutory and client compliance, managing HSE teams, controlling high-risk construction activities and driving continuous improvement in safety performance.

The role will work closely with project directors, project managers, construction managers, engineering teams, subcontractors and client representatives to prevent incidents, reduce unsafe acts and conditions, and ensure safe completion of projects. Core responsibilities include HSE plan implementation, site inspections, toolbox talks, contractor management, permit-to-work controls, emergency preparedness, incident investigations and compliance reporting.hse+2

Key Responsibilities

HSE Leadership and Governance

- Lead the complete HSE function for all allocated industrial construction, EPC and plant-project sites across India.
- Develop, implement and monitor the company HSE policy, project HSE plans, procedures, standards and safety-management systems.
- Set annual HSE objectives, targets, leading indicators and project-specific improvement plans.
- Build a visible, proactive safety culture among employees, subcontractors, suppliers and visitors.
- Advise project leadership on HSE risks, compliance gaps, serious incidents and required preventive actions.
- Ensure that HSE is integrated into project planning, execution schedules, work methods, mobilisation and subcontracting strategy.
- Conduct periodic HSE reviews with senior management and submit consolidated monthly MIS reports.

Site Compliance and Inspections

- Ensure compliance with applicable Indian statutory requirements, client standards, project specifications and company HSE procedures.
- Conduct regular site inspections, safety walks, compliance audits and behavioural-safety observations.
- Identify unsafe acts, unsafe conditions, non-conformities and critical safety gaps.
- Issue observations, non-conformance reports and corrective-action requirements to site teams and subcontractors.
- Monitor closure of corrective and preventive actions within agreed timelines.
- Ensure that all workers receive site-specific induction, supervision, safety information and instructions before commencing work.
- Maintain HSE records, registers, inspection reports, statutory certificates and audit documentation.

Risk Assessment and Work Control

- Review and approve risk assessments, JSA/JHA, method statements, lifting plans, work procedures and emergency-response arrangements.
- Ensure work is undertaken only after suitable risk controls are in place.




- Establish and monitor permit-to-work systems for high-risk activities.
- Review permits for hot work, work at height, confined-space entry, excavation, electrical isolation, lifting operations and equipment commissioning.
- Ensure daily pre-start safety meetings and toolbox talks are conducted at all sites.
- Verify that PPE, safe tools, lifting tackles, scaffolding, temporary electrical systems and work platforms meet project safety requirements.
- Stop or suspend work where an imminent danger, life-threatening condition or major safety violation exists.

High-Risk Industrial Activities

- Monitor HSE controls for structural-steel erection, equipment installation, heavy lifting, rigging, crane operations, shutdown work and commissioning activities.
- Ensure safe execution of work at height, scaffolding, formwork, excavation, confined-space entry and hot work.
- Review lifting studies, crane plans, rigging arrangements, lifting tools and third-party inspection certificates.
- Monitor electrical safety, lock-out/tag-out procedures, temporary power distribution and equipment isolation.
- Ensure fire prevention, welding safety, gas-cylinder handling and hot-work controls are maintained.
- Monitor material storage, housekeeping, access control, traffic management and site logistics.
- Ensure subcontractors implement safe methods of work and deploy competent manpower for critical activities.

Contractor and Workforce Management

- Assess HSE capability, competence and mobilisation readiness of subcontractors.
- Verify statutory compliance, worker competency certificates, training records, medical fitness and safety induction records.
- Conduct periodic subcontractor HSE performance reviews and recommend improvement measures.
- Coordinate with project teams to ensure adequate deployment of HSE manpower at each project.
- Mentor site HSE Managers, Engineers and Safety Officers.
- Conduct safety training, leadership sessions, awareness campaigns and emergency drills.
- Promote hazard reporting, near-miss reporting and worker participation in safety improvements.
- Coordinate with HR and project teams regarding safety manpower planning, onboarding and disciplinary actions for serious violations.

Incident Management

- Ensure immediate reporting, escalation and investigation of accidents, near misses, dangerous occurrences, property damage and environmental incidents.
- Lead or participate in root-cause analysis and incident-investigation committees.
- Prepare incident reports, corrective-action plans and lessons-learned communications.
- Ensure implementation and verification of preventive measures across all relevant projects.
- Track and report key performance measures, including LTIFR, TRIR, near-miss reporting, unsafe observations and corrective-action closure.




- Issue safety alerts and lessons learned after significant events or recurring unsafe trends. Site HSE lead roles commonly include incident investigation, emergency coordination and reporting of non-conformities.

Emergency Preparedness and Environment

- Develop and maintain site emergency-response plans covering fire, medical emergencies, gas leaks, confined-space rescue, electrical incidents, structural collapse and natural disasters.
- Ensure availability and readiness of first-aid facilities, firefighting equipment, emergency evacuation routes and assembly points.
- Conduct mock drills and evaluate response performance.
- Coordinate with local emergency services, hospitals, fire departments and client emergency teams where necessary.
- Monitor waste handling, hazardous-material storage, spill prevention, dust control, noise control and environmental compliance.
- Ensure environmental incidents are reported, investigated and closed with preventive action.

Reporting and Client Coordination

- Prepare daily, weekly and monthly HSE reports for management, clients and project stakeholders.
- Consolidate project HSE dashboards, inspection reports, incident data, training records and audit findings.
- Attend client safety meetings, project review meetings and site coordination meetings.
- Represent the company during client audits, statutory inspections and third-party HSE assessments.
- Communicate safety-performance trends, key risks and recovery actions to senior management.
- Ensure all HSE documentation remains current, complete and audit-ready.

Required Qualifications

- Degree or diploma in Engineering, preferably Electrical, Industrial or Safety Engineering.
- Diploma/Degree in Industrial Safety, Fire and Safety, Environmental Health and Safety or equivalent qualification.
- NEBOSH IGC, IOSH, OSHA, ISO 45001 Lead Auditor or equivalent safety certification is preferred.
- Knowledge of Indian construction-safety laws, labour compliance, fire-safety requirements and environmental regulations.
- Working knowledge of ISO 45001 occupational health and safety management systems is desirable.

Required Experience and Competencies

- 10–15 years of HSE experience in industrial construction, EPC, power, refinery, petrochemical, steel, cement, manufacturing, infrastructure or heavy-engineering projects.
- At least 3–5 years in a senior or lead HSE role managing more than one project or a large industrial site.
- Experience managing subcontractors and large blue-collar workforces.
- Strong exposure to high-risk construction activities, including lifting, work at height, confined spaces, hot work, excavation and electrical safety.
- Demonstrated experience in HSE audits, inspections, incident investigation, root-cause analysis and corrective-action management.
- Ability to conduct safety training, worker inductions and management safety reviews.
- Strong leadership, communication, conflict-management and influencing skills.
- Ability to travel frequently and work at project sites anywhere in India.
- Good command of MS Excel, PowerPoint, HSE MIS reporting and documentation systems.
