About eGov Global eGov Global is an organization that works closely with governments and ecosystem partners to drive digital transformation of a country’s public service delivery through policy, program design, institutional capacity building and digital public infrastructure. eGov Global leverages eGovernment Foundation’s open source platform DIGIT to support the transformation journey. Over the years, we have worked closely with 11 countries in Africa across 4 key impact sectors - Public Health, Local Governance, Sanitation, and Public Finance.

About Public Health The Public Health division within eGov Global currently focuses on transforming the way health services are delivered, specifically through health campaigns. The journey in the health campaigns space began in the year 2022 and focused on the digital transformation of health campaigns using Health Campaigns Management (HCM) platform built on the principles of DPI approach. As of today, about 8 countries have been supported on their digital transformation journey across 66 campaigns and enabling them to deliver over 150 mn interventions.

Role Summary

We are looking for a Senior manager to help set up and define the way forward for the public health practice. The person will be responsible for advancing the work on HCM through evidence generation and advocacy and through the codification of learnings which will help support the exponential growth of HCM. They will also be responsible for ensuring that the team has the necessary program discipline and is effectively moving on the goals defined for the year.

They will help chart the growth trajectory for the public health practice through the identification of newer use cases within public health service delivery. Most of these are being done for the first time and will thus require a person who is comfortable with ambiguity and can build from scratch. They should be able to work well with external domain experts like WHO AFRO, UNICEF as well as with internal stakeholders to deliver on their objectives.

Key Responsibilities

Data & Evidence





- Build the workstream - ‘Data & Evidence’ and enable the generation of meaningful insights on HCM.
- Lead a team of analysts and data engineers to build a decision support system that enables countries to optimize the operational efficiency of their campaigns and to report anomalies, trends and outliers to drive campaign effectiveness.
- Work with country partners to generate evidence around how DPI based approach to campaign digitalization can help drive campaign effectiveness and efficiency through the identification of missed children, improved proof of work and timely payments, country ownership, cost effectiveness and long term health outcomes.
- Lead discussions with domain experts and universities to measure the value of HCM - from a usability and economic value perspective.
- Lead the advocacy efforts of the organization for promoting HCM and the DPI approach across multiple forums and platforms.

Program Stewardship & Knowledge Assets

- Provide the necessary oversight to ensure that the practice is progressing well against the goals defined for the year.
- Maintain a risk register to identify blockers, dependencies and failure points before they become critical, owning escalation pathways and course corrections.
- Define processes to be adopted and followed by teams to achieve the goals defined.
- Create Grant reports that reports progress against the milestones agreed upon with the funders
- Work with partners to drive standardization discussions across disease areas.
- Create and maintain knowledge repositories - playbooks, SOPs etc based on the experience of rolling out and supporting multiple campaigns and countries which will help support exponential growth.

Strategy & Growth

- Responsible for advancing the Health practice within eGov Global.
- Run market and competitive intelligence study to understand the digital public health space,



global priorities and determine how it impacts the eGov Global Health strategy
- Conduct structured market studies to size opportunities and inform where the mission should invest next - including newer disease verticals, programme types and adjacencies
- Contribute to narrative and positioning and support funding strategy work i.e. diversify beyond current sources.

2. Credibility with key external partner stakeholders across NGOs, funders, universities and MoH professionals.
3. Analytical thinking and ability to interpret data effectively.
4. Design research work that proves our hypothesis.
5. Quick learner and has the ability to operate with ambiguity and build from zero.
6. Willingness to travel to Africa and comfort working across time zones and cultural contexts.

Educational qualifications & Experience

1. A bachelor’s degree in engineering/ related field with a post graduate degree in management / public health/ health policy.
2. More than 6 years of experience in public health/ digital health space with experience spanning strategy, data analytics and program management
3. Prior experience in digital health, health technology, public health or consulting is significant.
