About Us: Empower Foundation, the not-for-profit arm of Empower Pragati, was established in 2013 in Delhi NCR. Registered under Section 25 of Indian Companies Act, 1956, and certified by 12A, 80G, and FCRA, Empower Foundation focuses on impactful interventions in education, livelihood generation, public information dissemination, and advocacy. The foundation works with vulnerable communities to build their capacity for self-dependence and combat exploitation through knowledge and awareness.

Projects: Castrol- Ujjwal Kal & Prince Pipes – Swasthya evam Vikas

Location: Silvassa, Dadra and Nagar Haveli

Role Purpose: The Programme Manager will be responsible for field-level programme management, target achievement, team coordination, monitoring and quality execution of the Ujjwal Kal Community Development Programme of Castrol India in Silvassa, in addition, the role will oversee the Prince Pipes – Swasthya evam Vikas Programme also in Silvassa, covering community functional adult literacy, preventive health check-up camps and awareness sessions. The role requires a robust field presence, regular team coordination and frequent visits to ensure that programmes are being implemented effectively on the ground.

Key Responsibilities

1. Castrol- Ujjwal Kal programme

- Lead the implementation of the Ujjwal Kal Vision 2030 Programme across the two selected villages, ensuring 100% achievement of milestones and laying the groundwork for Vision 2030. • Own and monitor pada and pillar wise targets and develop execution plans to achieve them in the selected pada's for Vision 2030.
- Channelise and monitor the field mobilisation team across the selected padas. • Build and maintain stakeholder engagement and communication.




- Monitor pada-wise progress against each pillar performance and take corrective action wherever required.
- Identify high-potential markets and establish sustainable market linkages for products made by the Self-Help Groups, enabling at least 3 SHGs to function independently. "

2. Prince Pipes – Swasthya evam Vikas Programme

- Lead the implementation of the Prince Pipes – Swasthya evam Vikas Programme and ensuring 100% achievement of milestones.
- Oversee the successful and sustained implementation of community functional adult literacy batches, health check-up camps and health awareness sessions in Silvassa, achieving targeted beneficiary reach and quality standards.
- Coordinate with the field team for programme planning, scheduling and execution.
- Monitor team performance against planned activities and targets.
- Maintain regular communication with the team for real-time reporting and updates. • Cross-check field reports with actual programme implementation and identify discrepancies or gaps. • Provide timely guidance and corrective actions to the field team. • Share regular progress, challenges and action plans with the reporting manager.

Common Deliverables (across both programmes)

- Provide effective leadership and management to project teams while maintaining strong relationships with community stakeholders, partners, government agencies and donors to support successful programme outcomes.
- Ensure 100% timely submission of all programme reports, MIS,



financial documentation and donor deliverables, while maintaining full compliance with organisational, donor, statutory and audit requirements.
- Conduct frequent field visits to support the team and assess programme progress.
- Ensure timely execution of activities/batches/sessions and achievement of assigned targets.
- Ensure proper and efficient use of funds under each programme as per the approved budget.

Required Experience & Qualification

- Graduate in any discipline. • Candidate must be based in Silvassa, Dadra and Nagar Haveli, or willing to relocate. • 5–8 years of experience in programme management, community/tribal development, rural development, skill development, CSR, or field operations.
- Experience in managing field teams and target-based programmes.
- Basic proficiency in MS Excel, MIS and reporting.
- Good knowledge of the Silvassa/DNH region; proficiency in Gujarati and/or the local tribal dialect will be an advantage
- Prior experience working directly with tribal or rural communities, preferably in a similar geography, will be an advantage.
- Experience in Self-Help Group (SHG) formation, capacity-building and livelihood linkage will be preferred. • Experience working within donor-funded or CSR programme frameworks, including reporting and compliance requirements, will be preferred.
