Position: Assistant Manager – Operations – Collection & Transportation (C&T;)

Reporting To: Project Head / Operations Head

Team Managed: Operations Supervisors, Drivers, Helpers & Field Workers

- Job Purpose To effectively manage and oversee day-to-day Municipal Solid Waste (MSW) Collection

& Transportation operations across assigned PCMC areas. The role will be responsible for ensuring efficient vehicle deployment, manpower utilization, route adherence,

collection efficiency, operational productivity, stakeholder coordination, and compliance with safety, environmental, statutory, and contractual requirements.

- Key Responsibilities

A. Operations Management
- Manage and supervise daily MSW collection and transportation activities across assigned operational areas.
- Ensure timely, complete, and productive door-to-door waste collection as per approved routes and schedules.
- Monitor operational performance against defined service levels, project targets,

and KPIs.
- Identify operational gaps and implement timely corrective and preventive actions.
- Ensure uninterrupted service delivery and effective resolution of day-to-day operational challenges.

B. Fleet & Vehicle Management
- Plan and monitor deployment of collection and transportation vehicles based on operational requirements.
- Monitor vehicle availability, utilization, route adherence, trip completion, and productivity.
- Coordinate with the maintenance team to address vehicle breakdowns and minimize operational downtime.
- Monitor fuel consumption and identify opportunities for improving fleet efficiency.
- Ensure proper utilization of GPS/vehicle tracking systems and review vehicle movement data.

C. Manpower Management
- Manage deployment and utilization of supervisors, drivers, helpers, and field workers.
- Monitor daily attendance, absenteeism, manpower shortages, replacements,

and workforce productivity.
- Ensure optimum manpower deployment as per operational requirements.
- Guide and motivate field teams to achieve productivity and service-level targets.
- Address workforce-related operational issues in coordination with the HR team.

D. Collection & Transportation Monitoring
- Monitor daily waste collection quantities, vehicle trips, route completion, and collection efficiency.
- Ensure proper collection, handling, segregation, and transportation of MSW as per project requirements.
- Ensure adherence to designated routes,



collection schedules, and transportation protocols.
- Monitor field operations through regular inspections and ensure corrective action wherever required.

E. MIS & Performance Reporting
- Prepare and review daily, weekly, and monthly operational MIS reports.
- Track key operational parameters including waste collection, vehicle utilization,

manpower productivity, fuel consumption, trip completion, and downtime.
- Analyze operational data and provide insights to management for performance improvement.
- Ensure accuracy and timely submission of operational reports and project MIS.

F. Stakeholder & Client Coordination
- Coordinate effectively with PCMC officials and other relevant project stakeholders.
- Address operational concerns, service-related issues, and client observations in a timely manner.
- Maintain effective communication with Project Head, Operations Head,

supervisors, and support functions.
- Participate in operational review meetings and provide updates on project performance.

G. Safety, Compliance & Quality
- Ensure strict adherence to company safety policies, PPE requirements, and safe working practices.
- Conduct regular field inspections to identify unsafe practices, operational risks,

and compliance gaps.
- Ensure compliance with applicable MSW management regulations,

environmental requirements, and contractual obligations.
- Coordinate with the Safety/EHS team to implement corrective actions and improve safety performance.
- Promote a strong culture of safety, discipline, and operational excellence across field teams.

H. Cross-Functional Coordination
- Coordinate with HR, Maintenance, Safety, Administration, Finance, and other support functions for operational requirements.
- Ensure timely resolution of operational dependencies affecting service delivery.
- Support management initiatives related to process improvement, productivity enhancement, and cost optimization.

- Qualification & Experience

Educational Qualification

- Graduate in any discipline.
- Diploma/Degree in Operations, Mechanical, Civil, Environmental Engineering,

Logistics, or a related discipline will be preferred.

Professional Experience

- 5–8 years of relevant experience in Waste Management, MSW Collection &

Transportation, Fleet Operations, Logistics, Municipal Operations, or a similar field.
- Proven experience in managing large-scale manpower and vehicle fleets.
- Experience in municipal corporation/MSW projects will be an added advantage.
- Prior experience working with PCMC or similar municipal projects will be preferred.

Preferred Candidate Profile

A hands-on operations professional with proven experience in MSW Collection &

Transportation/Fleet Operations, capable of managing large field teams and vehicle fleets while maintaining high standards of service delivery, safety, compliance, and operational performance.
