THE CHANCE

Recykal is building the government-relations function across its circular economy portfolio — Deposit Refund System (DRS) and Extended Producer Responsibility (EPR) — securing notifications, approvals, and funding across States. DRS is live in Goa, in pilot in Tamil Nadu, in discussions in Himachal Pradesh, and being watched by Delhi; EPR engagements run in parallel across multiple States and with the centre. This has been founder-led so far.

We're now looking for a senior leader to institutionalise it and build Recykal's standing with the PMO and MoEFCC as India's authority on circular-economy policy — DRS and EPR alike.

THE MANDATE

Own Recykal's government-relations strategy end-to-end across every target State and every circular-economy mandate — DRS and EPR — and build Recykal's national standing as India's authority on the subject.

Move files, not just relationships.

KEY RESPONSIBILITIES

- Strategy & sequencing — own State-prioritisation nationally across DRS and EPR tracks, based on political calendars and regulatory risk.
- Approvals — drive notifications, launch timelines, and funding approvals to closure across schemes; coordinate across Excise, Environment, Finance, and CM offices.




- Function build — build a lean State-liaison team and put institutional record-keeping in place, across all circular-economy mandates.
- National standing — build Recykal's brand with the PMO and MoEFCC; carry thought leadership into DRS and EPR policy conversations.
- Representation — represent Recykal with senior officials and industry bodies, with impeccable discretion.

WHAT WE'RE LOOKING FOR

- A government-affairs leader from a heavily regulated, multi-State business, or a former government official now in policy or government-relations work.
- Established access with the PMO, MoEFCC, and State-level Excise, Environment, Finance and CM offices — a network that can be activated, not built from scratch.
- Proven ability to build access and move files across more than one State, with the patience to sustain relationships through deferrals and slipping timelines.
- Discretion and judgment on what goes in writing versus verbally. The single most important trait.
- Regulatory literacy — can hold a technical conversation on deposit structures, EPR, and escrow
- independently.
- Politically non-aligned; a credible public face; absolute integrity given proximity to government funding flows.

- STATE APPROVALS: Notifications, approvals and funding sanctions secured across DRS and EPR tracks.
- GOVT RELATIONSHIPS : Depth and reliability across Excise, Environment, Finance, CM.
- NATIONAL STANDING : Recognition and access built with the PMO and MoEFCC.
- FUNCTION BUILD : State-liaison team built, institutional record-keeping in place.
- DISCRETION & TRUST: Clean track record, zero leaks, strong reference checks.
