We are looking for a detail-oriented and process-driven GeM & Tender Executive to manage our organization's end-to-end presence and business on the Government e-Marketplace (GeM) portal and other government tender platforms (CPPP, e-Procurement portals, state portals, etc.). The ideal candidate will have hands-on experience across the complete GeM lifecycle — from vendor onboarding and assessment to bidding, reverse auction, forward auction, order fulfilment, and payment realization.
Key Responsibilities
GeM Portal Management
- Manage day-to-day operations on the GeM portal including seller/vendor profile management, catalogue creation, and product/service listing.
- Ensure timely completion of vendor assessment processes, including document submission, compliance checks, and empanelment requirements.
- Monitor and maintain OEM/vendor authorization, brand approval, and product category approvals on GeM.
- Keep vendor assessment score, seller rating, and compliance metrics updated and healthy.
Bidding & Tendering
- Search, shortlist, and evaluate relevant Bids/RFPs (Direct Purchase, L1 Bid, Custom Bid) and tenders on GeM and other e-procurement platforms.
- Prepare and submit techno-commercial bids, ensuring accuracy of pricing, technical specifications, and compliance with tender terms.
- Track bid submission deadlines, EMD (Earnest Money Deposit) payment, and document submission timelines.
- Coordinate with internal teams (finance, technical, logistics) for tender document preparation, pricing strategy, and eligibility criteria fulfilment.
Reverse Auction (RA)
- Participate actively in Reverse Auction (RA) events, monitoring live bidding and applying competitive pricing strategies within approved cost limits.
- Analyze competitor pricing patterns and market rates to strategize bid decrements.
- Ensure timely and accurate participation in RA to maximize win rate while maintaining profitability.
Forward Auction
- Manage and participate in Forward Auction processes on GeM, ensuring compliance with auction rules and timelines.
- Coordinate pricing approvals internally before auction participation.
- Track auction outcomes and maintain records for management review.
Order & Contract Management
- Process Purchase Orders (PO)/Contracts received via GeM — verify terms, acknowledge orders, and coordinate execution timelines.
- Track order fulfilment status: dispatch, delivery, installation (if applicable), and consignee acceptance.
- Manage CRAC (Consignee Receipt-cum-Acceptance Certificate) generation and follow-up.
- Handle order cancellations, replacements, and returns as per GeM guidelines.
Payments & Compliance
- Track and follow up on payment realization through GeM's integrated payment system (PFMS/bill processing).
- Ensure GST invoicing, e-way bills,
and other statutory compliance for each transaction.
- Maintain documentation for performance bank guarantees (PBG), EMD refunds, and other financial instruments as required.
Reporting & Coordination
- Maintain MIS/trackers for bids submitted, RA/FA participation, orders won, and payment status.
- Liaise with government buyers, procurement officers, and internal stakeholders to resolve queries or disputes.
- Stay updated on GeM policy changes, GFR (General Financial Rules), and CVC guidelines relevant to public procurement.
Required Skills & Competencies• Strong working knowledge of the GeM portal — bidding, RA, FA, catalogue management, and vendor assessment modules.
- Familiarity with public procurement processes, GFR, and government tendering norms.
- Good understanding of pricing strategy and competitive bidding techniques.
- Proficiency in MS Excel, Word, and PowerPoint for tracking and reporting.
- Strong attention to detail and ability to manage multiple deadlines simultaneously.
- Good communication and coordination skills for liaising with government departments and internal teams.
- Basic understanding of GST, e-invoicing, and financial documentation related to tenders.
Qualifications• Bachelor's degree in Business Administration, Commerce, Engineering, or related field (MBA preferred but not mandatory).
- 2–5 years of relevant experience in GeM operations, government tendering, or public sector sales.
- Prior experience working with GeM Sahayak/Seller Panel is a robust plus.
