Role Overview

We are seeking an experienced Public Sector Bid Manager to lead and manage the end-to-end bid lifecycle for government and public sector tenders/RFPs, with a specific focus on Cloud, Data & AI opportunities. The ideal candidate will bring solid domain expertise in navigating public procurement processes, compliance requirements, and stakeholder coordination to help Minfy win strategic public sector engagements.

Key Responsibilities

Manage the complete bid management lifecycle for public sector RFPs/RFQs/tenders — from opportunity identification and qualification (go/no-go) through submission and post-bid follow-up
Interpret complex tender documents, eligibility criteria, and government procurement guidelines (GeM, state/central tenders, PSU RFPs) to ensure full compliance
Coordinate cross-functional inputs from technical/solutioning, delivery, legal, finance, and leadership teams to build compelling, compliant bid responses
Lead proposal development for Cloud,



Data & AI solutions — translating technical capabilities into client-relevant value propositions aligned to public sector mandates
Own bid documentation: technical proposals, commercial proposals, EMD/bank guarantees, compliance matrices, and pre-bid query responses
Track tender portals (GeM, CPPP, state e-procurement platforms) and maintain a live pipeline of relevant opportunities
Ensure timely, accurate, and compliant submissions in line with tender timelines
Support pricing strategy and commercial structuring in collaboration with finance and delivery teams
Maintain a repository of reusable content, case studies, certifications, and compliance documents for faster bid turnaround
Liaise with AWS and other technology partner teams for joint public sector pursuits where applicable
Provide post-submission support including clarifications, presentations, and negotiation support as required

Required Experience & Qualifications

5–7 years of overall experience in bid management, proposal writin
