About the Job

The purpose of this role is - overall planning, technical review, budgeting, monitoring, and coordination of civil construction, repair, maintenance, CAPEX, and infrastructure improvement works across multiple school locations.

The role involves managing the complete process from requirement identification, technical assessment, estimation, BOQ and budget preparation, approval coordination, vendor finalization, work-order processing, field execution monitoring, quality review, measurement and billing verification, through completion and closure.

The position also involves guiding and monitoring field engineers, coordinating with SCM, Finance, Operations, consultants and vendors, reviewing project progress, controlling budgets, resolving critical technical issues, and ensuring quality, safety, timelines and proper documentation across locations.

Qualification and Experience Required:

- Diploma / B.E. / B.Tech in Civil Engineering.

- Additional qualifications in Project Management, Quantity Surveying, Construction Management, or related areas will be an advantage.
- 12+ years of relevant experience in civil engineering, construction, project management, estimation, quantity surveying, maintenance, CAPEX, or infrastructure development.
- Solid experience in Head Office/project monitoring roles involving multiple locations and field teams.
- Experience in estimation, BOQ, rate analysis, billing, budgeting, vendor management, and technical review.
- Experience in structural repair, institutional buildings, school infrastructure, commercial/residential projects, or large-campus facilities will be preferred.
- Experience in managing and guiding field engineers and coordinating with cross-functional teams is essential.

Key Responsibility Area Planning, Budgeting & AOP • Prepare and consolidate the Annual Operating Plan (AOP) for civil maintenance, repair, CAPEX, and additional infrastructure requirements.

- Assess requirements received from schools and field teams and determine their technical necessity, priority, estimated cost, and execution approach.
- Monitor approved budgets and expenditure against planned activities.
- Track budget utilization and cash-flow requirements and highlight deviations or additional funding requirements.




- Identify opportunities for economical, durable, and low-maintenance solutions.

Technical Assessment & Estimation • Review site requirements, technical reports, structural audit findings, and consultant recommendations.

- Review and validate: o BOQs o Estimates o Rate analysis o Scope of Work o Technical specifications o Drawings o Material specifications • Ensure estimates are technically sound, quantities are accurate, scope is complete, and rates are commercially reasonable.
- Review major repair and CAPEX proposals before forwarding them for approval.
- Provide technical solutions for complex civil and infrastructure-related issues.

Project & Work Monitoring • Monitor approved civil works across multiple locations through field engineers, progress reports, trackers, photographs, review meetings, and regular follow-ups.

- Ensure works are progressing as per approved scope, budget, quality standards, and committed timelines.
- Conduct periodic site visits for critical works, major maintenance activities, quality assessment, and technical issue resolution.
- Review pending activities and drive timely closure through field teams and vendors.
- Monitor major works such as structural repairs, waterproofing, flooring, painting, RWH, external development, building repairs, and other infrastructure works.

Field Engineer Management • Guide, review, and support field engineers in: o Technical assessment o Estimation o BOQ preparation o Work planning o Quality control o Measurement o Billing verification o Vendor management o Documentation • Conduct regular performance and progress reviews of field engineers.

- Upscale the technical and execution capability of field teams through regular guidance and feedback.
- Ensure field engineers take ownership of assigned works from requirement identification through completion and closure.
- Review the quality and accuracy of reports submitted by field teams.

Vendor & SCM Coordination • Coordinate with SCM for vendor identification, technical evaluation, PCN processing, work-order release, and vendor mobilization.

- Evaluate vendors based on technical capability, manpower, resources, past performance, quality, and ability to meet timelines.
- Monitor vendor performance through field teams and intervene in cases of delay, poor quality, non-mobilization, or repeated non-compliance.
- Coordinate with vendors and consultants for technical clarification, methodology, execution planning, and closure of pending issues.
- Ensure capable and quality vendors are engaged for major and specialized works.

Execution & Quality Monitoring • Overall monitoring of execution through field engineers and ensure that work is carried out as per: o Approved BOQ o Drawings o Specifications o Work order o Quality requirements o Safety requirements • Review workmanship and material quality through field inspections and reports.

- Identify quality deviations and ensure corrective action.




- Review structural repair works based on structural audit/consultant recommendations.
- Ensure appropriate child safety and work-site safety measures during execution in operational school campuses.
- Ensure works are completed within the approved vacation/working-period timelines wherever applicable.

Measurement & Billing • Review and validate measurements submitted by field engineers.

- Verify contractor bills against: o Approved BOQ o Work order o Actual site measurements o Approved rates o Scope of work o Completion status • Review running bills, final bills, extra items, variations, and quantity deviations.
- Ensure billing is supported by proper measurement records, photographs, completion documentation, and required approvals.
- Coordinate with Finance for billing-related issues and payment processing requirements.
- Identify discrepancies in measurements or bills and ensure correction before processing.

Stakeholder Coordination • Coordinate with: o SCM o Finance o Operations o Program teams o Field Engineers o Consultants o Vendors/Contractors o School teams • Conduct regular review meetings and concalls to track progress, challenges, approvals, and pending activities. • Escalate critical issues with facts, impact, and recommended action, rather than only reporting the problem. • Ensure effective coordination between Civil and Electrical teams for interdependent works.

Reporting & Management Review • Prepare and consolidate management reports covering: o Work progress o Budget vs. expenditure o Pending activities o Vendor performance o Critical issues o Project timelines o Completion status • Maintain proper records of approved works, estimates, work orders, progress, measurements, bills, and closures.

- Provide regular updates to management on key risks, delays, budget concerns, and required decisions.
- Ensure accuracy and consistency of data shared with management.

Process & Compliance • Ensure adherence to applicable IS Codes, NBC provisions, approved technical specifications, safety requirements, and organizational processes. • Ensure activities follow approved DOA, SOM, PCN, procurement, billing, and approval processes. • Ensure proper documentation and audit trail for all major civil works. Review recurring maintenance problems and drive permanent corrective solutions instead of repetitive temporary repairs.
