GeM invites applications from eligible candidates for recruitment to the following position(s) on Contractual Basis:

This is a contractual engagement under the Project Management Unit (PMU) for an initial period of 5 years, extendable based on performance and organizational requirements.

Overview The Senior Manager – Product Category Management will be responsible for end-to-end management of product categories on Government e-Marketplace (GeM),



including category identification, creation, review, rationalization, standardization and continuous improvement.

The role involves working with Government Buyers, Sellers/OEMs, industry bodies, regulatory and standards organizations, and internal GeM teams to ensure that categories are comprehensive, technically appropriate, procurement-oriented and aligned with applicable standards and Government policies.

The role will also involve analyzing procurement and marketplace data to identify category opportunities, gaps, anomalies and trends, and translating such insights into actionable category interventions.

ROLE AND RESPONSIBILITIES

- Lead end-to-end Product Category Management activities, including category creation, revision, rationalization, merger/splitting and deactivation.
- Define and review category specifications, technical parameters and other configurations to ensure completeness, relevance and vendor neutrality.
- Conduct periodic category reviews to identify outdated specifications, duplicate categories, inadequate parameters, low seller participation and other marketplace gaps.
- Ensure alignment of categories with applicable Indian/International Standards, regulatory requirements, Quality Control Orders and Government policies.
- Analyze procurement trends, buyer requirements, seller participation and marketplace performance to identify new category opportunities and improvement areas.
- Engage with Ministries/Departments, Government organizations, PSUs, industry associations, OEMs, sellers and technical experts for category development and validation.
- Drive stakeholder consultations, including Consultative Committee Meetings (CCMs), workshops and industry consultations, wherever required.
- Coordinate with internal GeM teams for implementation of category-related requirements and process improvements.
- Review and resolve category-related grievances, escalations, policy queries and stakeholder requests.
- Contribute to development and implementation of Category Management policies, SOPs, frameworks and process improvements.

Allied Activities:

- Undertake category and procurement analytics to identify high value/high-volume categories, procurement trends, seller participation, pricing patterns,



procurement concentration and other relevant insights.
- Develop dashboards, MIS, reports and management presentations for category monitoring and decision-making.
- Analyze Custom/BoQ procurement to identify products that may be brought under standard GeM categories.
- Identify category-level anomalies, including low catalogue availability, limited seller participation, unusual procurement patterns and gaps in marketplace coverage.
- Support identification of categories requiring BIS/ISI, QCO or other regulatory compliance mechanisms.
- Undertake benchmarking and comparative analysis of category structures, specifications and procurement practices, wherever required.
- Provide analytical inputs to senior management and support strategic/category-level initiatives.
- Undertake any other category management or strategic assignment entrusted by the management.

SKILL SETS REQUIRED

- Strong understanding of Product/Category Management, procurement and marketplace/e-commerce processes.
- Solid analytical and problem-solving skills, with ability to derive actionable insights from large datasets.
- Proficiency in MS Excel, PowerPoint and data analysis/reporting tools; knowledge of Power BI/Tableau would be an advantage.
- Ability to understand technical product specifications, standards, certifications and regulatory requirements.
- Strong stakeholder management, communication, drafting and presentation skills.
- Ability to manage multiple categories/projects in a deadline-driven environment.
- Strong attention to detail and ability to identify gaps, inconsistencies and anomalies in category data and specifications.
- Ability to translate procurement and marketplace analytics into actionable interventions.
- Team management, mentoring and cross-functional coordination skills.

EXPERIENCE REQUIREMENTS Essential –

- Minimum 8 years of total professional experience, including at least 3-year of Category Management experience in E-commerce or at least 3-year experience in supply chain management.
- Experience of less than 1 year with any organization will not be counted either towards the 3-year Category Management requirement or towards the 3-year Supply Chain Management requirement.

EDUCATION REQUIREMENTS Essential –

- Bachelor’s degree in Engineering / Technology / Management / Economics / Commerce from a recognized institution.
- MBA/PGDM in Operations, Supply Chain, Marketing, Sales, Business Analytics, Strategy will be preferred.
- Additional qualifications/certifications in Data Analytics, Procurement, Supply Chain or Product Management would be an advantage.
