Role Overview

We are looking for an Engineering Manager to lead the POD that builds and operates Valeo's compliance and finance platforms across KSA and the UAE. Your POD owns the integrations that keep Valeo legal and running — connecting to national health data exchanges (NABIDH, Malaffi, Riayati, NPHIES) and to Saudi Arabia's ZATCA e-invoicing (Fatoora) — end-to-end, from design and build through certification, go-live, and ongoing operation.

This is a backend- and integration-heavy role where correctness is non-negotiable — regulators, auditors, and patients depend on it. Driving AI adoption is a must: you will build AI into the platforms and roll out AI-assisted engineering across the team, while holding an uncompromising bar on data privacy and security (HIPAA, ISO 27001, UAE PDPL, KSA PDPL).

Own Delivery & Execution

- Own end-to-end delivery of compliance and finance integration platforms through a POD model.
- Translate dense regulatory and tax requirements into clear technical designs and execution plans.
- Balance speed, quality, reliability, and compliance — and know where there is zero tolerance for error.

Build Reliable Regulatory & Finance Integrations





- Deliver and operate integrations with UAE health exchanges (NABIDH, Malaffi, Riayati) and KSA

NPHIES, using HL7 / FHIR.
- Build ZATCA e-invoicing (Fatoora) Phase 2 — UBL / XML, cryptographic stamps, QR codes,

clearance/reporting, and platform onboarding.
- Engineer resilient, observable integrations — retries, idempotency, reconciliation, and monitoring against external platforms.

Drive AI Adoption (a must)

- Build AI into the platforms — document extraction, data mapping and validation, claims/coding assistance, invoice reconciliation, and anomaly detection.
- Roll out AI-assisted engineering (coding, review, test generation, agentic workflows) to raise team throughput and quality.
- Establish safe patterns for AI on regulated data — no PHI/PII exposure to third-party models, with evals and guardrails.

Build Secure & Compliant Systems

- Ensure secure SDLC and data-privacy requirements across services and AI systems.
- Collaborate with Compliance, Security, and Legal on HIPAA, ISO 27001, UAE PDPL, and KSA

PDPL.
- Maintain audit readiness, certification, and documentation for regulator and government-platform onboarding.

Lead Teams Effectively

- Manage and mentor a POD of 8–10 engineers.
- Drive sprint planning, estimation, execution, and delivery predictability.
- Upskill the team on applied AI and modern AI-assisted engineering practices.
- Make hiring decisions and grow the team in line with business priorities.

Key Responsibilities

- Own delivery and operation of compliance and finance integration platforms across KSA and UAE.
- Own the roadmap for embedding AI into the platforms and adopting AI tooling across the team.
- Manage certification, onboarding, and go-live with regulators and government platforms.
- Drive incident response, root-cause analysis, and post-mortems for integrations and AI systems.
- Define and track reliability, data-quality,



and audit-readiness metrics and SLAs.
- Partner with Product, Compliance, Finance, and Legal on PDPL, HIPAA, and ISO 27001

obligations.
- Work with DevOps/SRE for uptime, scalability, and cost efficiency; hire and grow the team.

Required Qualifications

Experience

- 5–10 years of software engineering experience, with a strong backend/integrations focus.
- 2–4+ years as an Engineering Manager or Senior Tech Lead managing 6 or more engineers.
- Track record delivering compliance-heavy or regulated integrations end-to-end.
- Experience integrating with government or regulatory platforms is a strong plus.

Technical Skills

- Strong backend systems, APIs, and distributed / integration patterns — queues, retries,

idempotency, reconciliation.
- Healthcare data standards (HL7 / FHIR) and e-invoicing/tax formats (UBL / XML), or ability to master them fast.
- Applied AI: LLM integration, RAG, model serving and evaluation; plus AI-assisted engineering tooling.
- AWS or GCP, CI/CD pipelines, Kubernetes, and observability tools.
- Data security, encryption, and PII/PHI handling; understanding of AI data governance.

Leadership & Mindset

- Robust people-management and stakeholder-communication skills.
- Proven ability to drive change and AI adoption across an engineering team.
- Ability to operate in ambiguity while maintaining delivery discipline and a compliance-first mindset.
- High ownership, bias for action, and customer-first mindset.

What Success Looks Like (First 12 Months)

- The required KSA and UAE health-exchange and ZATCA integrations are live and compliant, on regulatory timelines.
- AI is embedded in the platforms and in the team's workflow, with measurable gains in effort and quality.
- Improved integration reliability and a reduction in production issues.
- Clean audits, with audit-ready documentation across owned systems.
- Strong team growth — including at least one engineer ready for promotion within the year.
