Position: Senior Quantity Surveyor & Billing Engineer

Key Responsibilities

Quantity Surveying & Cost Management

- Manage complete quantity surveying and cost control activities for high-rise residential construction projects.
- Prepare detailed quantity take-offs, BOQs, rate analysis and cost estimates from architectural and structural drawings.
- Review drawings, specifications and scope of work to identify quantity variations and cost implications.
- Monitor project quantities against BOQ and approved budgets.
- Prepare and evaluate variation statements, extra items and deviation statements.
- Conduct rate analysis for new/extra items and support commercial negotiations.
- Assist in maintaining project cost reports, budgets and forecasts.
- Coordinate with Project Managers, Site Engineers, Consultants and Procurement teams regarding quantities and costs.

Billing & Certification
- Prepare and verify contractor/subcontractor RA bills based on actual site measurements and executed quantities.
- Check measurement sheets, MBs, work orders, BOQs and supporting documents before processing bills.
- Verify contractor claims against approved drawings, BOQ, work orders and contract conditions.
- Prepare client bills, subcontractor bills and payment certificates as applicable.
- Track bill submissions, certifications, deductions, recoveries and payments.
- Ensure accurate calculation of retention, GST, advances, recoveries, penalties and other contractual deductions.
- Coordinate with site teams for joint measurements and bill verification.




- Maintain proper records of certified quantities and pending bills.

Contracts & Commercial
- Review work orders, subcontract agreements, BOQs, specifications and commercial terms.
- Monitor contractual obligations and identify commercial risks.
- Assist in preparation and evaluation of subcontractor quotations and commercial comparisons.
- Support procurement and contracts teams in rate negotiations.
- Prepare variation orders, claims and reconciliation statements.
- Handle final quantity and cost reconciliation at project completion.

Required Skills
- Strong knowledge of quantity surveying, billing and cost control.
- Excellent understanding of BOQ preparation, rate analysis and quantity take-offs.
- Solid experience in RA billing and subcontractor billing.
- Ability to independently verify site measurements and executed quantities.
- Good understanding of construction drawings and specifications.
- Knowledge of civil, structural and finishing works.
- Strong Excel skills; experience with ERP / billing software will be preferred.
- Good knowledge of construction contracts and commercial procedures.
- Strong coordination, negotiation and analytical skills.

Educational Qualification
- B.E./B.Tech in Civil Engineering preferred.
- Diploma in Civil Engineering with substantial relevant experience may also be considered.





Preferred Candidate Profile
- 7–12 years of relevant experience in Quantity Surveying, Billing and Commercial functions.
- Strong experience with high-rise residential / real estate construction projects.
- Should have handled contractor billing, subcontractor billing, BOQ, measurement, variations and final reconciliation.
- Candidates from real estate developers, EPC companies or reputed construction companies preferred.
- Should be capable of independently managing the QS and billing function for a project/site.
