Position Summary The Senior Project Controls Engineer will act as the Owners representative for the FEED project. You will oversee FEEDs project controls along with PMCs project controls team to ensure that reporting is based on earned value (EV) linked to actual engineering progress (e.g., P&ID; approval, model reviews, RFQ status).

Ensure

Owners interest is ensured during all discussions and action plan. You will be the "eyes and ears" of the projects financial and schedule health, providing early warning signals before a technical delay manifest as a major cost impact.

Role & responsibilities

- Integrated Controls Oversight: Ensure that the progress measurement system (PMS) is technically sound, objective, and accurately reflects the maturity of the FEED engineering package. Oversee the development and integration of master project schedules (Level 1 through Level 3) of the project.
- Earned Value Management (EVM): Define and enforce the use of strict, milestone-based progress measurement. Discuss and work around ways with the PMC when reported progress does not align with the reality of technical deliverables. EV management is also required for work done by PMC. Monitoring cost and commitment through requisition and invoice review
- Project Expenses: Lead the development, implementation, and continuous monitoring of the overall project expenditure budget, forecast models, and cash flow projections.
- Change Management Gatekeeper: Maintain the projects Master Change Register. Analyze the cost, schedule, and technical impact of every proposed change,



ensuring the Owner is not absorbing undue risk or cost due to "scope creep" by the contractor.
- Risk & Contingency Analysis: Lead monthly quantitative risk assessments (QRA). Work with the Engineering team to ensure the risk register is populated with technical threats, apart from administrative ones.
- Cost/Schedule Integrity: Validate the integrity of the FEED contractor’s schedule—ensure that critical path activities are realistic and that logic ties reflect actual engineering workflows. Ensuring adherence to recommended best practices such as the critical path method. Devising strategies to overcome roadblocks or delays through various methods such as using industry related technical knowledge, innovating short cuts or alternative ways, improvising with available resources, scheduling overtime to meet the deadline
- Reporting: Analyze complex data (S-curves, histograms, trend analysis) into actionable insights for the Senior PM and leadership, specifically highlighting where PMC oversight may be lagging. Coordination and regulating various meetings such as project progress review meetings Developing and monitoring project cost forecasts.

Preferred candidate profile

- Core Experience:



15+ years in Project Controls on large-scale petrochemical or refinery FEED or EPCM/EPC projects.
- Technical Literacy: You must have an engineering degree and should have worked in an engineering company in hydrocarbon and chemical sector.
- Tool Expertise: Mastery of Primavera P6, Cost Management software (e.g., EcoSys, PRISM), and advanced Excel/PowerBI for data visualization.
- EPC/Owner Balance: Experience working both within an EPC contractor and on the Owner’s side (protecting the Owner’s interest) will be advantageous.
