Position Summary

IPE Globals Social and Economic Empowerment practice workstowards building girl capital, empowering women and nurturing resilientcommunities by creating inclusive and sustainable solutions. IPE Global invitesapplications from eligible candidates for the position of Monitoring,Evaluation and Learning (MEL) Associate manager for designing and coordinating the overallmonitoring, evaluation and learning framework for program aimed to reduce LBW.S/he will be required to develop necessary tools, lead in survey design anddata collection efforts, training of researchers and investigators, overseedatabase management, conduct advance level data analysis, and prepare technicalreports, policy briefs and research papers, etc. Based on insights derived fromthe monitoring data, s/he will also provide feedback and guidance to theprogram team both on program correction and improving data quality.

Key Responsibilities

MEL Strategy and Implementation

- Assist inthe design and implementation of projects overall Monitoring, Evaluation andLearning strategy and framework;
- Review allproject components and design appropriate monitoring and evaluation mechanisms;assess all reporting and performance frameworks for all key activities undereach component of the project;
- Ensure thatME activities, frameworks, and key indicators are designed in line withthe results log frame;
- Lead insurvey research design, sampling framework, survey implementation and datacollection activities, manage a team of field researchers, investigators, andensure data quality at the field level.
- Oversee,and lead the preparation of high quality monthly analytical reports based onthe program monitoring data coming from the field.
- Oversee theimplementation of Quarterly Concurrent Monitoring of the program including butnot limited to training the researchers, field supervision of datacollection, ensuring data quality control, data cleaning,



database management,data analysis, and preparing Quarterly monitoring report.
- Managelarge datasets coming from districts, clean field level data, run rigorousanalytical tools and statistical tests, conduct advanced level statisticalanalysis (using either SPSS or STATA.
- Based onevidence and insights from monitoring data, provide appropriate feedback andlearning to the program implementation and monitoring team for possibleimprovements.
- Designresearch and evaluation studies using appropriate methods for demonstrating theimpact of the program and attribution of change to key project activities;write research protocols, help in obtaining IRB (ethical clearance) asnecessary.
- Helpsetting up a system of appropriate reporting structure from the grassroots tothe donors and coordinate with block and district level staff on datagathering, data quality control, and reporting.
- Superviseand conduct project evaluation and prepare strategic documents/ reports,manuscripts for publication in peer reviewed journals and disseminate thelearning through appropriate forums.

Management Information System (MIS)

- Helpdevelop a technology-enabled project MIS; review the existing MIS for theavailability and correctness of the required key performance indicators; andprovide feedback.
- Providetechnical inputs on the preparation of dashboards, visual representation ofdata, key performance indicators, and time-series analysis.

External Engagement

- Support inperformance-based reporting as per stakeholder requirements.

Qualification Experience

Essential





- Advanceduniversity degree in Economics, Statistics, Demography, Development Studies orother relevant disciplines.
- About 5-7years of experience in an ME role including large-scale qualitative andquantitative data processing and management; and designing evaluation andresearch studies.
- Pastexperience of working in programs related to maternal and child health andnutrition.
- Strongskills in statistical methods, sampling design and methodology, evaluationmethods, causal analysis, and designing research studies,
- An advancelevel skill in SPSS or STATA is non-negotiable.
- Demonstratedexperience of publication in peer reviewed journals as a first, or secondauthor.
- Experiencein leading and managing large scale data collection, management and analysis indonor funded projects, preferably in health / nutrition / gender-relatedprogrammes.
- In-depthknowledge and proven expertise in developing ME systems, methods tools, knowledge products using high quality data analytics.
- Excellentverbal, interpersonal and written communication skills

Desirable

- Experienceof working on large scale public health projects in India.
- Goodunderstanding of maternal and child health and nutrition and rural developmentsectors and programmes
