HR & Payroll Manager

Position: HR & Payroll Manager

Industry: Construction / Contracting / Waterproofing

Department: Human Resources & Administration

Location: Mumbai / Site & Head Office

Reporting To: Director / Management

Job Summary

We are looking for an experienced and responsible HR & Payroll Manager to manage end-to-end human resource functions and payroll operations for our construction contracting business. The role will be responsible for managing office and site manpower, attendance, payroll, recruitment, employee records, labour compliance, statutory deductions, and employee-related administration.

The ideal candidate should have positive knowledge of construction-site manpower management, labour laws, payroll processing, PF, ESIC, PT, TDS, Bonus, Gratuity, and other applicable statutory compliances.

Key Responsibilities

1. HR & Manpower Management

- Manage the complete employee lifecycle from recruitment to separation.
- Maintain employee master data, personnel files, joining documents and KYC records.
- Coordinate recruitment of site engineers, supervisors, skilled workers, helpers, operators, and office staff.
- Plan manpower requirements in coordination with Project Managers and Site Engineers.
- Coordinate deployment and transfer of manpower between different project sites.
- Maintain records of employee attendance, leave, overtime and absenteeism.
- Develop and maintain company HR policies, procedures and employee guidelines.
- Handle employee grievances, disciplinary matters and workplace issues.

1. Payroll Management

- Manage monthly payroll processing for office and site employees.
- Verify attendance, overtime, leave and wage inputs before payroll processing.
- Prepare salary sheets, wage sheets, payslips and bank payment statements.
- Calculate deductions such as PF, ESIC, Professional Tax, TDS, advances, loans and other recoveries.




- Ensure timely processing of monthly salaries and wages.
- Maintain payroll records and employee salary history.
- Coordinate with the Accounts Department for salary disbursement and accounting entries.
- Reconcile payroll data with attendance and bank payment records.

1. Labour & Statutory Compliance

- Ensure compliance with applicable labour laws and statutory requirements.
- Manage monthly compliance relating to:

- Provident Fund (PF)

- ESIC

- Professional Tax (PT)
- Labour Welfare Fund (where applicable)

- TDS on salaries

- Bonus

- Gratuity

- Minimum wages

- Payment of wages

- Working hours and overtime
- Leave and other applicable labour requirements
- Maintain statutory registers and records.
- Coordinate with consultants, government authorities and statutory agencies whenever required.
- Ensure timely filing of returns and payment of statutory dues.
- Monitor changes in applicable labour regulations and advise management accordingly.

1. Construction Site HR Management

- Maintain proper manpower records for all active project sites.
- Coordinate site attendance and biometric/manual muster records.
- Verify daily manpower deployment and prepare monthly attendance statements.
- Coordinate worker onboarding, induction and documentation before deployment.
- Ensure workers have required identification and statutory documentation.
- Coordinate with site teams regarding labour availability and productivity.
- Monitor overtime and additional manpower requirements.
- Maintain records of skilled,



semi-skilled and unskilled workers.
- Support site management in resolving worker-related issues.

1. Subcontractor & • Labour Contractor Management

- Maintain records of manpower deployed through labour contractors/subcontractors.
- Verify contractor labour attendance and wage records.
- Ensure labour contractors comply with applicable statutory requirements.

- Collect and verify PF, ESIC, wage registers, challans, attendance and other compliance documents from contractors.
- Coordinate with Accounts for processing subcontractor/labour contractor bills after compliance verification.
- Monitor manpower deployment against contractual requirements.

1. Recruitment & • Employee Onboarding

- Prepare job descriptions and coordinate recruitment activities.
- Source candidates through job portals, consultants, references and other channels.
- Conduct initial screening and coordinate interviews.
- Prepare offer letters, appointment letters and joining documentation.
- Conduct employee induction and orientation.
- Ensure all required documents are collected and properly maintained.

1. Exit & • Full &
- Final Settlement

- Manage resignation, termination and employee separation processes.
- Conduct exit interviews where required.
- Prepare full & final settlement calculations.
- Coordinate settlement of salary, leave encashment, advances, deductions and other dues.
- Ensure timely issuance of relieving and experience letters.

1. HR MIS & • Reporting

Prepare and maintain regular HR reports, including:
- Employee headcount
- Site-wise manpower
- Attendance and absenteeism
- Overtime
- Salary and wage summary
- New joiners
- Resignations and attrition
- Labour contractor manpower
- PF/ESIC compliance
- Leave records
- Manpower cost
- Project-wise manpower cost
