Govt. Procurement GEM portal, e-Tendering, vendor empanelment, contract management, GFR compliance
Administrative Mgmt. Dept. operations, HR coordination, vendor procurement, GEM/GFR, audit readiness. Simultaneously managing technical delivery AND departmental admin in a govt.

1.JOB SUMMARY The Head of Department (HOD) IT Software Services is a senior leadership position at Maharashtra State IT Corporation (MahaIT), responsible for the organizations software delivery capability while simultaneously driving functional alignment with government departmental needs and managing administrative operations.
This is a Techno-Functional & Administrative role a unique combination that is critical for delivering end-to-end IT transformation in the Maharashtra government ecosystem.
The mandatory will lead and coordinate all aspects of the software services function,
spanning technology planning and architecture, solution design, software development (across .NET, Java, AI/ML and related stacks), quality assurance, deployment, and ongoing maintenance. At the same time, they will serve as the primary interface between MahaITs technology teams and the functional/domain requirements of various Government of Maharashtra departments, translating government workflows and policy mandates into actionable, citizen-centric digital solutions.
The HOD will also shoulder full administrative accountability for the department, including human resource coordination, office infrastructure management, statutory compliance, government audit facilitation, vendor management as per government procurement norms, and adherence to Government of Maharashtra administrative circulars and procedures.
2.KEY RESPONSIBILITIES
A.Technology & Software Delivery
1.Develop and execute multi-year technology roadmaps aligned to Digital India & Maharashtra IT Policy
2.Lead digital transformation initiatives automation, citizen service improvement, data-driven governance
3.Define architecture standards, coding guidelines, and best practices across all MahaIT projects
4.Champion Agile / Scrum & DevOps (CI/CD); oversee .NET, Java, Python, web & mobile development
5.Manage SDLC end-to-end: architecture, development, QA, deployment, and post-production support
6.Drive AI/ML strategy predictive analytics, NLP, LLMs, RAG pipelines, GenAI for government use cases
7.Manage legacy modernisation, cloud migration (Azure / AWS / GCP / MeghRaj), and technical debt
8.Ensure CERT-In, GIGW, OWASP Top 10, DPDP Act, and ISO 27001 compliance across all platforms
B.Functional / Government Engagement
1.Primary technology liaison with Principal Secretaries, Secretaries, Commissioners & Dept. Heads
2.Translate government domain requirements (Revenue, Health, Education, Agriculture, etc.) into technical specs
3.Ensure compliance with GIGW, NeGP, Aadhaar, DigiLocker, API Setu, and national e-Gov standards
4.Lead BRD reviews, FRS approvals, and solution sign-offs with government stakeholders
5.Coordinate with NIC / MeitY for integration, data exchange, and national e-Governance compliance
6.Support CAG / AG audits with documentation, access logs, and technical clarifications
7.Champion usability, accessibility (WCAG 2.1), multilingual support (Marathi, Hindi, English)
C.Programme Management & Administration
1.Establish and run a PMO framework aligned with government budget cycles and delivery milestones
2.Manage project planning, risk identification, milestone tracking, and stakeholder reporting
3.Oversee departmental administration: staff attendance, leave, performance reviews, HR compliance
4.Manage vendor empanelment, procurement (GEM / e-Tendering), contracts, and GFR 2017 compliance
5.Prepare annual budgets, Utilisation Certificates (UCs), and audit-ready documentation
6.Ensure timely RTI responses; draft official communications, office orders, and government resolutions
7.Lead, mentor, and develop multi-disciplinary teams; drive upskilling in AI/ML, cloud & DevSecOps
8.Plan capacity, succession, and resource deployment across concurrent government projects
