Global Mobility Manager

Job Summary The Global Mobility Manager is responsible for managing and overseeing all aspects of international employee mobility, including immigration, work authorization, taxation, payroll coordination, relocation, compliance, assignment management, and cross-border employment. The role partners with HR, Legal, Finance, Payroll, and business leaders to ensure seamless global workforce deployment while maintaining compliance with local labor and immigration regulations.

The position plays a strategic role in enabling global talent movement, supporting business expansion, managing international assignments, and delivering an exceptional employee experience throughout the mobility lifecycle.

Key Responsibilities

Global Mobility Program Management

- Develop, implement, and continuously improve global mobility policies and processes.
- Manage long-term assignments, short-term assignments, business travelers, permanent transfers, localizations, commuter arrangements, and work from home cases.
- Ensure mobility programs support business growth, workforce planning, and talent deployment objectives.
- Monitor mobility trends and recommend process improvements and policy enhancements.

Immigration and Work Authorization
- Oversee global visa, work permit, residence permit, and immigration compliance processes.
- Coordinate with external immigration counsel and service providers.
- Ensure compliance with host-country immigration regulations and reporting requirements.
- Assess immigration risks and provide strategic guidance to stakeholders.

Tax, Payroll and Social Security Compliance
- Partner with tax advisors and payroll teams to manage assignment-related tax obligations.
- Coordinate tax equalization and tax protection programs.
- Manage social security compliance, Certificates of Coverage (CoC), A1 certificates, and Totalization Agreement requirements.




- Ensure accurate payroll reporting for expatriates and international assignees.

International Assignment Management
- Manage the end-to-end employee assignment lifecycle, including:

- Assignment initiation

- Cost estimates

- Compensation planning

- Relocation support

- Assignment tracking

- Repatriation and localization
- Provide ongoing support to assignees and their families.

Relocation and Employee Experience
- Coordinate relocation services including housing, schooling, household goods shipment, and destination services.
- Act as the primary point of contact for internationally mobile employees.
- Enhance employee experience through effective communication and support programs.

Compliance and Risk Management
- Monitor global mobility activities to ensure compliance with:

- Immigration laws

- Employment regulations

- Corporate policies

- Tax requirements

- Data privacy requirements
- Conduct audits and maintain documentation for internal and external compliance reviews.
- Identify and mitigate mobility-related risks.

Vendor Management
- Manage relationships with:

- Immigration providers

- Relocation companies

- Tax consultants

- Payroll vendors

- Destination service providers
- Monitor service delivery, SLAs, budgets, and vendor performance.

Stakeholder Management
- Partner with:

- HR Business Partners

- Talent Acquisition Teams

- Legal Teams

- Payroll Teams

- Finance Teams

- Business Leaders




- Provide strategic mobility guidance for workforce planning and international expansion initiatives.

Reporting and Analytics
- Track and report mobility metrics such as:

- Assignment costs

- Immigration status

- Compliance risks

- Vendor performance

- Employee satisfaction
- Prepare leadership dashboards and management reports.
- Support budget planning and cost forecasting.

Required Qualifications

Education

- Bachelor's degree in Human Resources, Business Administration, International Business, Law, Finance, or related field.
- Master's degree preferred.

Experience
- 12-18 years of experience in Global Mobility, HR Operations, Immigration, International Payroll, or International Assignment Management.
- Experience managing cross-border employee movements.
- Knowledge of immigration regulations, tax matters, payroll frameworks, and international employment practices.

Technical Knowledge
