Job Duties:

The GIS Developer II (Technical Lead) will serve as a senior member of the GIS engineering team, responsible for designing and guiding advanced GIS applications and automation solutions across the enterprise. This role will provide technical leadership, mentorship, and hands-on development support to GIS Developers I, ensuring adherence to best practices in geospatial data management, service publishing, and application development. The candidate should possess deep expertise across the Esri technology stack, including ArcGIS Enterprise, ArcGIS Pro, Python (ArcPy), and JavaScript/TypeScript for Experience Builder, along with strong understanding of enterprise geodatabases (PostgreSQL/SQL Server) and system integration concepts.

- Lead design, development, and deployment of enterprise-level GIS tools, services, and web applications.

- Guide and mentor junior GIS Developers in implementing and maintaining Python-based geoprocessing tools and ArcGIS automation scripts.

- Architect scalable solutions using ArcGIS Enterprise (Server, Portal, Data Store) ensuring performance optimization and reliability.

- Oversee the deployment and maintenance of geoprocessing services, web services, and automated data workflows.

- Review, refactor, and maintain a consistent, well-documented source code repository across projects.

- Develop and enhance custom widgets using JavaScript/TypeScript for ArcGIS Experience Builder and Web AppBuilder Developer Edition.

- Coordinate with product managers and engineering teams to plan feature enhancements, resolve technical bottlenecks, and align delivery timelines.

- Analyze complex geospatial datasets and ensure adherence to data governance, schema standards,



and quality assurance procedures.

- Research and implement recent Esri technologies and APIs to improve existing GIS automation pipelines.

- Participate in code reviews, architecture design discussions, and strategic technology planning.

Required Knowledge, Skills, and Abilities:

- Strong expertise in ArcGIS Pro, ArcGIS Enterprise (Server, Portal), ArcPy, and ArcGIS API for Python.

- Proficiency in JavaScript/TypeScript with hands-on experience in ArcGIS Experience Builder / Web AppBuilder custom development.

- Proven ability to design and deploy Geoprocessing Services and manage service performance optimization on ArcGIS Server.

- Deep understanding of SDE data management, PostgreSQL or SQL Server spatial databases, and SQL queries.

- Ability to lead projects end-to-end from requirements gathering to deployment.

- Excellent mentoring and technical documentation skills.

- Strong analytical, debugging, and communication skills.

Experience:

- 6+ years of progressive experience in GIS development and system integration.

- Demonstrated experience leading GIS automation or web development initiatives within an enterprise environment.

- Experience with performance tuning, versioned editing workflows, and publishing services from SDE.

Education:

- Minimum of a bachelor’s degree in GIS, Computer Science, Engineering, Geography, or a related field

Preferred Qualifications:

- Experience managing ArcGIS Server configurations, service instances, and performance optimization.

- Knowledge of REST API integration, JSON structures, and third-party API connectivity.

- Exposure to DevOps / CI-CD pipelines, source control (Git), and Agile delivery models
