We are looking for an experienced General Manager – Billing to lead and manage the complete billing function across large-scale construction projects. The role will be responsible for ensuring accurate, timely and compliant billing, effective certification and reconciliation, commercial coordination, and strong control over project receivables and cash flow.

The ideal candidate should have strong experience in contractor billing, client billing, certification, measurement, reconciliation and commercial management within the real estate/construction industry.

Key Responsibilities

1. Billing & Certification

- Lead the overall project billing and certification process for multiple projects/sites.
- Review and ensure timely preparation and submission of RA Bills, Running Bills, Final Bills and Extra/Deviation Bills.
- Ensure bills are prepared accurately as per BOQ, work orders, contracts and approved drawings/specifications.
- Monitor certification of bills by consultants, PMC and client teams.
- Ensure timely resolution of billing-related queries, deductions and discrepancies.

2. Measurement & Quantity Verification

- Oversee joint measurements and certification of executed quantities.
- Validate measurements against BOQ, drawings, approved quantities and site progress.
- Ensure proper documentation for variations, extra items, deviations and additional works.
- Coordinate closely with Planning, QS, Execution and Contracts teams for quantity reconciliation.

3. Commercial & Contract Coordination





- Work closely with the Contracts, QS, Planning, Execution, Finance and Project teams.
- Review contractual provisions impacting billing, payment terms, deductions, retention, advances, escalation and variations.
- Identify billing opportunities and ensure all entitlements are captured and billed.
- Support the Contracts/Commercial team in resolving contractual and billing disputes.

4. Receivables & Cash Flow

- Monitor the complete billing-to-realisation cycle.
- Track bills submitted, certified, outstanding and realised.
- Coordinate with Finance and project leadership to improve collections and reduce outstanding receivables.
- Prepare regular MIS on billing performance, certification status and receivables.
- Highlight potential cash-flow risks to senior management.

5. Team Leadership

- Lead, mentor and manage the billing/QS team across projects.
- Define responsibilities, targets and performance parameters for the team.
- Review team performance and ensure timely closure of billing deliverables.
- Build strong processes and capabilities within the billing function.

6. Process & Controls

- Establish robust systems and controls for billing and certification.
- Ensure compliance with company policies,



contracts and commercial procedures.
- Conduct periodic audits/reviews to identify billing leakage, errors and process gaps.
- Drive standardisation of billing practices across projects.

Desired Candidate Profile

- 15–20+ years of relevant experience in Billing / Quantity Surveying / Commercial functions.
- Strong experience in real estate / construction, preferably large-scale residential or mixed-use projects.
- Experience handling large-value construction projects and multiple sites.

Preferred Background

Candidates from reputed real estate developers, EPC companies, construction companies, PMC organisations or large infrastructure projects would be preferred.

Ideal Candidate: A commercially strong billing professional who can independently manage the end-to-end billing function, lead a sizeable team, protect company revenue/entitlements and drive timely certification and collections.
