Role Overview The Consultant - Epidemiology & Health Technology Assessment (HTA) will support the design and development of the research studies and HTA methodology for the public health programme. The role responsible for development of study protocols, evaluation frameworks, epidemiological methods, outcome indicators and HTA-related evidence requirements to assess the clinical, operational and economic value of the programme.
Key Responsibilities
Define study objectives, research questions, study design, population, comparator groups and appropriate evaluation approaches.
Develop study protocols, inclusion and exclusion criteria, sampling methodology and participant recruitment framework.
Identify primary and secondary clinical, epidemiological, programme and health-system outcomes.
Develop methodology for evaluating screening performance, including diagnostic accuracy, sensitivity, specificity, referral outcomes and detection rates.
Define appropriate methodology for evaluating AI-enabled screening tools and their incremental value compared with existing screening practices.
Develop sample-size requirements in coordination with the biostatistician.
Prepare the Statistical Analysis Plan framework and define key subgroup and outcome analyses in consultation with the team.
Conduct or guide systematic literature reviews, evidence reviews and synthesis of relevant clinical, epidemiological and HTA evidence.
Develop data collection requirements, study variables, case-report forms and research data frameworks.
Identify cost and resource-utilisation data required for HTA and economic evaluation.
Support development of baseline, interim and end-line evaluation methodologies.
Support preparation of ethics committee submissions, research protocols, participant information sheets and research-related documentation.
Develop methodology for monitoring data quality, bias,
confounding factors and study limitations.
Support interpretation of study findings and preparation of technical reports, manuscripts, policy briefs and HTA reports.
Coordinate with partners, investigators, clinicians and programme teams for implementation of the research methodology.
Required Qualifications & Experience
Masters degree or higher in Epidemiology, Public Health, Community Medicine, Health Technology Assessment, Health Economics or a related field.
Formal training, certification or demonstrated practical experience in Health Technology Assessment (HTA) is preferred.
Experience
Minimum 3-5 years of relevant experience in epidemiological research, public-health research, programme evaluation or health-technology assessment.
Demonstrated experience in designing research protocols and epidemiological studies.
Experience in HTA, economic evaluation, health-service research or evidence-based health-policy evaluation.
Experience working with screening programmes, diagnostic technologies, medical devices, digital health or AI-enabled healthcare solutions will be preferred.
Experience in scientific writing, research reporting and publication is desirable.
Skills
Excellent written communication: ability to draft clear, professional documents independently
Strong scientific, technical writing, analytical and problem-solving skills
Organised, detail-oriented, and able to manage multiple workstreams with minimal supervision
Comfortable in rapid-paced, early-stage programme environments with evolving priorities
Working knowledge of public health system (NHM, HWCs, CPHC-NCD guidelines) is preferred
Willingness to travel to project implementation sites as required
Ability to work with multidisciplinary clinical, technical and programme teams
