Job Purpose Construction Engineer (Substation) The PMC Construction Engineer (Substation) is responsible for overseeing and monitoring substation construction activities on behalf of the Client, ensuring that EPC contractors execute works safely, in accordance with approved specifications, quality standards, project schedules, and contractual requirements.

The role acts as the interface between the Client, PMC, contractors, suppliers, and commissioning teams throughout the construction phase.

Key Responsibilities

- Supervise and monitor EPC contractor activities during substation construction.
- Conduct daily site inspections to verify construction quality, progress, safety compliance, and adherence to project specifications.
- Ensure construction activities are executed in accordance with approved drawings, method statements, ITPs, and project procedures.
- Verify workfront readiness, including availability of approved drawings, permits, materials, equipment, access, and manpower.
- Monitor installation of transformers, GIS/AIS switchgear, reactors, protection and control systems, cable systems, earthing systems, and associated equipment.
- Coordinate interfaces between civil, electrical, SCADA, telecommunications, protection, and commissioning disciplines.
- Monitor contractor productivity and construction performance against approved schedules and milestones.
- Identify construction constraints, technical issues, and interface conflicts and facilitate timely resolution.
- Raise, track, and support closure of NCRs (Non-Conformance Reports), observations, and corrective actions.




- Monitor punch-list items and ensure timely close-out prior to commissioning and handover.
- Witness inspections, testing activities, equipment installation checks, and quality inspections.
- Review contractor construction reports, look-ahead schedules, and recovery plans.
- Ensure compliance with project quality requirements, applicable standards, and contractual obligations.
- Support mechanical completion, system turnover, pre-commissioning, commissioning, and energization activities.
- Participate in progress meetings, construction coordination meetings, and management reviews.
- Monitor contractor HSE performance and ensure compliance with project safety requirements.
- Report construction status, risks, delays, critical issues, and mitigation actions to the Construction Manager.
- Coordinate with engineering, procurement, logistics, quality, and commissioning teams to support project objectives.

Qualifications

- Bachelor's Degree in Electrical Engineering.
- Skilled registration or certification is desirable.

Experience

- 5-10 years of experience in substation construction and project execution.
- Minimum 5 years of experience in PMC, Owner's Engineer, Utility, or EPC projects.
- Experience with AIS/GIS Substations (33kV, 66kV, 132kV, 220kV, 400kV and above).
