We are seeking a PreSales Manager - Bid to identify, evaluate, and support responses to RFPs, RFQs, and other procurement opportunities issued by U.S. federal, state, and local government agencies, colleges, universities, and other organizations. This individual will manage the prospect pipeline, from researching and identifying relevant prospects through proposal development, submission, and post-submission follow-up. The ideal candidate is highly organized, an excellent writer, and experienced in government and higher-education procurement processes.

Responsibilities:
Lead end-to-end development of federal proposals, RFQs, and RFP responses in strict accordance with FAR clauses, ensuring full compliance with solicitation instructions and evaluation criteria while strengthening the company's competitive posture.
Create, maintain,



and monitor vendor registrations and company profiles across procurement portals.
Review and shortlist opportunities based on strategic fit, eligibility requirements, scope, budget, timeline, and competitive potential.
Develop cost and pricing models for contracts ranging from $10K to $5M+.
Coordinate with subcontractors, OEMs, and service providers to ensure compliance with flow-down clauses, small business subcontracting requirements, and Buy American / Trade Agreements Act provisions.
Author and maintain compliance artifacts including Compliance Matrices, PWS/SOW crosswalks, Past Performance write-ups, and Risk Mitigation Plans, ensuring full traceability to solicitation requirements.
