Commercial Head (Tender & Contracts)
Location: Raipur, Chhattisgarh
Experience: 15+ Years
Education: MBA (Marketing / Finance / Operations) or equivalent
Role Summary
Responsible for end-to-end tendering, commercial documentation, and procurement functions, with solid exposure to mining sector tenders, especially Odisha mines and related statutory/legal compliance.
Key Responsibilities
Identify, track, and evaluate tender opportunities (govt/PSU/private) relevant to mining, or Steel/ Coal sectors.
Prepare, review, and submit technical & commercial tender documents .
¢ Draft responses to pre-bid queries, clarifications, and addenda
¢ Ensure compliance with tender terms, eligibility criteria, and statutory requirements (GST, PAN, labour laws, mining lease conditions)
¢ Liaise with legal, finance, and technical teams for bid finalization
¢ Manage vendor/subcontractor procurement RFQs, negotiations, PO issuance, contract finalization
¢ Monitor Odisha mining regulations, lease renewals, environmental clearances, DMF/DGMS compliance relevant to bids




¢ Maintain tender tracker, MIS reports, and documentation archive
¢ Build relationships with client procurement teams, government departments, and industry bodies
¢ Support post-award contract management and commercial negotiations
Required Skills
¢ Solid command over tender documentation (technical + commercial bids)
¢ Deep understanding of procurement processes, vendor management, and cost negotiation
¢ Working knowledge of Odisha mining sector lease structures, statutory clearances, mining legality (MMDR Act, DGMS norms, environmental/forest clearances)
¢ Excellent drafting, negotiation, and stakeholder management skills
¢ Proficiency in MS Office/ERP tools for documentation and reporting
Qualification & Experience
¢ MBA (preferred) with 15+ years in tendering/commercial/procurement roles, ideally in mining.
¢ Prior experience with Odisha-based mining projects strongly preferred
¢ Based in or willing to relocate to Raipur
