JOB PROFILE – ENVIRONMENTAL CLEARANCE (EC) PROJECT MANAGER
Position: Environmental Clearance (EC) Project Manager
Department: Environmental Consultancy / Regulatory Affairs
Location: Pune, Maharashtra
Employment Type: Full-Time
Experience: 5–10 Years in Environmental Consultancy / EC / EIA
Reporting To: Director / Head – Environment / Senior Management
1. JOB SUMMARY
We are looking for an experienced and technically competent Environmental Clearance (EC) Project Manager to manage end-to-end Environmental Clearance projects under the applicable environmental regulations and regulatory framework.
The candidate will be responsible for project planning, EC documentation, EIA/EMP coordination, regulatory submissions, consultant coordination, client communication, government liaison, project tracking, quality control, and timely completion of EC projects.
The ideal candidate should have strong knowledge of the EIA Notification, 2006 and amendments, MoEF&CC;, SEIAA, SEAC, PARIVESH portal, MPCB requirements, EC procedures, EIA/EMP preparation, public consultation, compliance requirements, and environmental regulatory processes.
2. KEY RESPONSIBILITIESA. EC Project Management
- Manage multiple Environmental Clearance projects from initiation to EC grant.
- Prepare project execution plans, schedules, milestones, and deliverables.
- Monitor project progress against agreed timelines.
- Allocate work among project team members and coordinate with technical experts.
- Identify project risks, delays, and regulatory issues and take corrective action.
- Ensure timely completion and submission of all EC-related documents.
- Maintain project trackers, status reports, and documentation.
- Conduct regular internal project review meetings.
- Coordinate with management regarding project status, challenges, and critical issues.
B. Environmental Clearance Process
- Handle the complete EC process from project inception to Environmental Clearance.
- Understand project applicability, category, schedule, and regulatory requirements.
- Coordinate preparation and submission of:
- Form 1 / Form 1A, wherever applicable
- Pre-feasibility / conceptual reports
- Terms of Reference (ToR) applications
- EIA Reports
- Environmental Management Plans (EMP)
- Executive Summaries
- Risk Assessment / Disaster Management Plans, wherever applicable
- Environmental Cost Benefit Analysis, wherever applicable
- Additional studies as required
- Coordinate submission and processing of EC proposals through the PARIVESH portal.
- Track proposal status and regulatory observations.
- Coordinate responses to queries, deficiencies, additional information requirements, and committee observations.
- Prepare and coordinate compliance to ToR conditions and EC conditions.
C. EIA/EMP Coordination
- Coordinate with EIA coordinators, functional area experts, laboratories, GIS teams, and other technical consultants.
- Review baseline environmental monitoring data.
- Coordinate studies related to:
- Air environment
- Water environment
- Noise environment
- Soil
- Ecology and biodiversity
- Traffic
- Socio-economic environment
- Land use
- Hydrogeology
- Risk assessment
- Solid and hazardous waste
- Review EIA/EMP reports for technical consistency and regulatory compliance.
- Ensure recommendations and mitigation measures are practical and project-specific.
- Coordinate preparation of environmental management budgets and implementation plans.
D. Regulatory Authority Coordination
- Coordinate with MoEF&CC;, SEIAA, SEAC, EAC, MPCB, SPCB, local authorities, and other applicable government departments.
- Monitor agenda items, meeting schedules, presentations, observations, and decisions.
- Coordinate preparation of presentations for SEAC/EAC/SEIAA meetings.
- Prepare briefing notes and responses for committee observations.
- Attend regulatory meetings along with the project team/client, wherever required.
- Maintain professional communication with regulatory authorities and stakeholders.
E. Client Management
- Act as the primary point of contact for EC-related matters.
- Understand client requirements, project scope, and regulatory objectives.
- Conduct client meetings and project review discussions.
- Provide regular updates regarding project progress.
- Explain regulatory requirements and technical issues to clients in a clear manner.
- Communicate anticipated delays, additional requirements, and regulatory risks.
- Maintain good professional relationships with clients.
- Support business development by identifying additional environmental consultancy requirements from existing clients.
F. Team Management
- Lead and supervise EC project coordinators and junior environmental professionals.
- Assign responsibilities and monitor individual deliverables.
- Review work prepared by team members before submission.
- Train junior staff regarding EC procedures and documentation.
- Ensure proper coordination between technical, regulatory, documentation, and project teams.
- Maintain accountability for project deadlines and quality.
G. Documentation & Quality Control
- Review all EC documents before submission.
- Ensure accuracy, consistency, completeness, and proper formatting of documents.
- Maintain project-wise documentation and records.
- Ensure version control of reports and drawings.
- Maintain records of:
- EC applications
- ToR
- EIA/EMP reports
- EC letters
- Compliance reports
- Meeting minutes
- Presentations
- Regulatory communications
- Client communications
- Ensure that all submissions comply with applicable regulatory requirements.
H. EC Compliance & Post-EC Activities
- Coordinate preparation of six-monthly EC compliance reports.
- Track EC conditions and implementation status.
- Coordinate with clients for compliance evidence and supporting documents.
- Review compliance reports before submission.
- Coordinate environmental monitoring requirements.
- Track EC validity, compliance schedules, and reporting requirements.
- Assist clients with amendments, transfers, extensions, validity-related matters, and other post-EC regulatory requirements.
