Program Manager Technology Strategy, Governance & Procurement

Role Overview

We are looking for a senior Technology Program Manager to support strategic technology transformation and procurement initiatives. This is not a traditional PMO/project management role.

The candidate will work closely with CIO, CTO, Procurement, Finance, Technology and vendor teams to independently evaluate and challenge technology estimates, staffing, timelines, delivery models and costs.

Key Responsibilities

- Review and challenge technology effort estimates, resource requirements, timelines and cost assumptions.
- Develop should-cost/should-effort benchmarks using historical data, productivity metrics and comparable programs.
- Evaluate onshore/offshore models, team structures, vendor proposals, SOWs and rate cards.
- Identify opportunities for cost optimization, productivity improvement, automation, reuse and resource rationalization.
- Partner with Procurement and Technology teams on major technology investments and vendor negotiations.
- Establish governance around scope, financials, milestones, risks, dependencies and outcomes.
- Provide data-driven recommendations to senior executives, including CIO/CTO leadership.
- Drive alignment across Technology, Business, Finance, Procurement and external partners.

Required Experience & Skills

- 12 15+ years in Technology Transformation, Program Management, Technology Strategy, Consulting, Commercial Governance or Procurement Advisory.
- Strong experience in Banking, Financial Services or preferably Capital Markets.
- Experience managing/governing large-scale technology transformation programs.
- Strong understanding of technology estimation, resource planning, delivery models, productivity and cost drivers.
- Ability to evaluate initiatives across Application Development, Cloud, Data, Infrastructure and Modernization.
- Experience with vendor proposals, SOWs,



staffing models, rate cards and technology commercials.
- Strong analytical and quantitative skills with the ability to build fact-based business cases.

Preferred Domain Experience

Capital Markets / Investment Banking, Market Data, Trading, Risk & Analytics, Reference Data, Clearing & Settlement, Regulatory Technology, Data Platforms or Cloud Transformation.
