The Government and public sector transactions services is part of EY s Government Public Sector (GPS) Services which is a network of highly skilled professionals from assurance, tax, transaction and advisory services, devoted to serving the government and public sector organizations and institutions.

The practice combines private sector leading practice with an understanding of the public sector s diverse needs, focused on delivering improved public services. Government and public sector transactions services, sits under EY s Transaction Advisory Services practice, a market-leading, multi-disciplinary team, working with leading businesses across a range of industries. This practice is in a unique position to deliver implementable strategies given the firm s sector depth, transaction perspectives, and operational insights.

The practice provides experience working with various sectors such as, Transport, Social Health care, Education, Urban Infrastructure, Economic Development Advisory , Water waste Sanitation, Power Utilities and Public Finance Management.

SaT - TCF - Infrastructure Advisory

Your key responsibilities

- Position Summary The Consultant will support development and maintenance of the regulatory intelligence repository, KYA framework and recommendation engine for NSWS. The role requires extensive research, sectoral mapping, regulatory analysis, stakeholder engagement and development of structured decision rules for business approvals and compliances.
- Educational Qualification Postgraduate degree in Public Policy, Economics, Management, Law, Governance, Public Administration or related field.
- Certifications or coursework in regulatory affairs, public policy or business process analysis preferred.
- Experience Minimum 5 years of relevant experience.
- Experience in Ease of Doing Business reforms, regulatory analysis, compliance management, government advisory or policy consulting.
- Experience working with Government Ministries, State Governments or regulatory agencies is desirable.
- Prior consulting experience will be advantageous.

- Compliance Mapping
- Conduct detailed research on approvals, licenses, permits, registrations and compliance obligations.
- Map regulatory requirements across sectors, states and business lifecycle stages.
- Document legal basis, authorities, timelines, fees, documents and applicability conditions.
- Maintain structured approval and compliance databases.
- KYA Questionnaire Development
- Convert regulatory requirements into business-friendly KYA questions.
- Design applicability criteria, response options and branching logic.
- Develop sector-specific questionnaires and decision rules.




- Support testing and refinement of recommendation outputs.
- Regulatory Change Tracking
- Monitor Acts, Rules, Notifications, Circulars and policy reforms.
- Assess implications of regulatory changes on existing KYA repositories.
- Update recommendation logic and compliance databases.
- Maintain version control, change logs and audit records.
- Consultation Validation
- Conduct consultations with Ministries, regulators and State departments.
- Organise workshops with industry chambers and sector associations.
- Consolidate stakeholder feedback and incorporate validated changes.
- Support issue resolution arising from consultations.
- Data Analytics Intelligence Support
- Generate sector-wise, state-wise and lifecycle-specific insights.
- Prepare analytical reports and dashboards.
- Support development of strategic intelligence products for NSWS.
- Develop briefing notes, issue notes and recommendations for stakeholders.
- Quality Assurance Implementation
- Participate in validation and testing exercises.
- Support UAT and NSWS configuration activities.
- Verify accuracy and completeness of approval mappings.
- Ensure consistency across sectoral KYA packages.

Skills and attributes

To qualify for the role you must have

- Master of Business Administration
- Postgraduate degree in Public Policy, Economics, Management, Law, Governance, Public Administration or related field
