1. Role Overview
The Procurement / Supply Chain Management leader will manage the complete procurement and supply chain lifecycle for EPC, construction, engineering and infrastructure projects. The role will lead strategic sourcing, tendering, vendor development, commercial negotiations, purchase orders, subcontract procurement, expediting, logistics and supplier performance to ensure timely availability of materials, equipment and services at competitive cost and required quality.
2. Key Responsibilities
A. Procurement Strategy & Planning
Develop project-specific procurement and supply chain strategies aligned with project schedules, engineering deliverables and construction requirements.
Prepare procurement plans and identify long-lead, critical and high-value procurement packages.
¢ Develop sourcing strategies for materials, equipment, subcontract works and specialist services.
¢ Drive cost-saving, value-engineering and total-cost optimization initiatives.
B. Tendering, Sourcing & Vendor Development
¢ Lead RFQ / RFP processes and coordinate technical and commercial evaluations with Engineering, QA/QC and Project teams.
¢ Identify, pre-qualify and develop reliable suppliers, manufacturers, subcontractors and service providers.
¢ Prepare comparative statements, commercial recommendations and vendor selection proposals.
¢ Maintain an approved vendor database and develop alternate sources for critical materials and services.
C. Commercial Negotiation & Contracting
¢ Lead negotiations on price, payment terms, delivery, warranties, LDs, taxes, freight and other commercial conditions.
¢ Negotiate framework agreements, rate contracts and long-term supply arrangements.
¢ Ensure purchase orders / subcontracts contain appropriate commercial and risk protections.
¢ Manage variations, amendments, claims and commercial issues with suppliers and subcontractors.
D. Expediting, Logistics & Delivery
¢ Monitor manufacturing, inspection, dispatch and delivery schedules for critical and long-lead items.
¢ Coordinate with vendors, logistics teams, Engineering, Planning and project sites to ensure on-time delivery.
¢ Manage transportation, logistics, warehousing and material movement as applicable.
¢ Escalate delays and implement recovery plans to protect project milestones.

3. Supply Chain & Vendor Performance
¢ Manage end-to-end supply chain activities from sourcing through delivery to project/site.
¢ Monitor supplier performance against cost, quality and delivery commitments using defined KPIs.




¢ Resolve supplier performance issues and implement corrective actions.
¢ Optimize inventory levels and support reduction of excess / obsolete materials.
¢ Develop strategic relationships with key suppliers and manufacturers.
4. Project Coordination & Cost Control
¢ Coordinate closely with Engineering, Planning, Projects, Construction, Estimation, Contracts, Finance and QA/QC.
¢ Monitor procurement budgets, committed costs, savings and cost avoidance.
¢ Benchmark market prices and monitor material / commodity price movements.
¢ Prepare procurement MIS, dashboards and management reports covering status, savings, risks and critical items.
¢ Support project teams in resolving material, supplier and procurement-related issues.
5. Senior Leadership Responsibilities AGM / GM / Lead SCM
¢ Develop organization-wide procurement / SCM policies, procedures and governance systems.
¢ Lead centralized and project procurement teams and establish category / strategic sourcing programs.
¢ Lead high-value and strategic commercial negotiations with major suppliers, manufacturers and subcontractors.
¢ Establish procurement budgets, savings targets and supply-chain risk mitigation plans.
¢ Drive procurement digitalization, process improvement and business-continuity initiatives.
¢ Build, mentor and evaluate procurement, purchase, expediting, vendor development and SCM teams.
¢ Present procurement performance, strategic initiatives and major risks to senior management / Directors.
6. Minimum Qualification & Experience
¢ Minimum Graduation / Bachelors Degree in a relevant discipline.
¢ Preferred: B.E. / B.Tech in Civil, Mechanical, Electrical or Industrial Engineering; Degree / PG qualification in Supply Chain, Procurement or Materials Management.
¢ Minimum 10+ years of relevant experience in Procurement, Purchase, Supply Chain, Materials Management or Vendor Management.
¢ 1520+ years of experience preferred for AGM / GM / senior leadership positions.
¢ Strong exposure to EPC, construction, engineering, infrastructure, industrial or large-scale projects.
7. Technical & Functional Skills
¢ Strong knowledge of EPC and construction procurement processes, BOQs, specifications and engineering requirements.
¢ Strategic sourcing, vendor evaluation, commercial negotiation and purchase / subcontract management.
¢ Expediting, logistics, inventory management, cost analysis and price benchmarking.




¢ ERP / procurement systems such as SAP, Oracle or equivalent; advanced Excel and procurement MIS.
¢ Working knowledge of applicable taxation, statutory, contractual and commercial requirements.

Steel Procurement Major Focus
¢ Lead procurement of reinforcement steel, structural steel and other steel products required for projects.
¢ Manage sourcing from major steel manufacturers, authorized distributors, stockists and approved suppliers.
¢ Negotiate steel prices, quantity discounts, freight, payment terms and delivery schedules.
¢ Track steel market prices and commodity trends to support procurement decisions.

Cement Procurement Major Focus
¢ Lead procurement of cement for large-scale construction and infrastructure projects.
¢ Develop and maintain relationships with major cement manufacturers, authorized dealers and distributors.
¢ Negotiate commercial terms, prices, credit periods, freight, delivery schedules and supply commitments.
¢ Monitor cement prices, regional availability, freight costs and market movements.
¢ Ensure availability of required grades/types of cement as per project specifications.

CORE REQUIREMENT: Minimum 10 years relevant experience + Minimum Graduation qualification + robust EPC / Construction / Engineering / Infrastructure exposure.
