Job Summary
Dedicated leadership responsible for the commercial strategy, sourcing, contracting, and performance management engineering subcontracting workforce in India. This role drives engagement with engineering subcontracting companies, commercial negotiations, risk management, and capacity planning to support global engineering demand while optimizing cost, quality, and delivery performance.
The Supplemental Workforce Lead –
- India coordinates with the Project Management team, Local Subcontracting team and manages commercial agreements, relationships, contract negotiations, and subcontract performance, while supporting resolution of commercial and execution issues associated with engineering services subcontracting.
The successful candidate will possess a strong commercial skillset as well as technical engineering background with experience in engineering design execution and multidisciplinary project delivery. This knowledge is essential to effectively evaluate subcontractor capabilities, assess execution approaches, understand technical risk, and support engineering delivery performance across global projects.
This role coordinates significantly with EDS Resource Leaders and EDS Solution Leaders to manage supplemental engineering capability to align with overall demand.
Key Responsibilities
- Leverage engineering design and project execution experience to evaluate subcontractor technical capabilities, execution methodologies, and resource qualifications.
- Collaborate with Discipline Leads and technical stakeholders to assess suitability and availability of subcontractor competency across engineering disciplines and project phases.
- Review engineering execution strategies, staffing plans, quality programs, and delivery approaches to ensure alignment with project requirements.
- Support identification and mitigation of technical delivery risks associated with outsourced engineering services.
- Participate in subcontractor performance reviews and corrective action planning related to engineering quality, productivity, and execution performance.
- Provide informed commercial recommendations based on technical understanding of engineering scope, complexity, and execution requirements.
- Lead commercial evaluation, qualification, selection, and onboarding of engineering subcontractors and staff augmentation providers. Negotiate framework agreements, establish commercial terms, and manage supplier relationships to optimize cost, capacity, performance, and risk.
- Collaborate with EDS Solution Leads, EDS Resource Leadership and Project Leadership on planning and execution to meet demand.
- Aggregate sub-contracting demands to develop forecast and coordinate supplemental workforce planning.
- Lead development of commercial deal structures, pricing strategies, contract terms,
and risk allocation models in partnership with Project Management, Supply Chain, Commercial, and Legal teams.
- Coordinate with internal stakeholders, and lead the development of the commercial deal structure, working in conjunction with the project team and organizational processes.
- Lead the development and evaluation of the Engineering subcontractor bid packages in conjunction with the project team. Bid packages will include the following at a minimum:
- Scope
- Schedule
- Division of responsibility
- Compensation structure
- Detailed Execution Plan
- Own the commercial lifecycle of engineering service agreements including negotiations, contract administration, amendment management, claims avoidance, dispute resolution, supplier performance management, and commercial issue resolution.
- Monitor supplier financial performance, utilization trends, and contract compliance while identifying opportunities for cost savings, productivity improvements, and risk mitigation.
- Demonstrate adhere to Code of Conduct and ensure compliance with the organizational Policies and Procedures.

- Experience leading or participating in engineering design execution for EPC, EPCM, Consulting Engineering, or industrial infrastructure projects.
- Strong understanding of multidisciplinary engineering design processes, deliverables, workflows, and project lifecycles.
- Experience working with engineering teams supporting Oil &
- Gas, Power Generation, Transmission &
- Distribution, Renewable Energy, Industrial, Water, or related infrastructure markets.
- Familiarity with engineering quality management processes, design reviews, interdisciplinary coordination, and engineering execution planning.
- Demonstrated ability to evaluate engineering subcontractor technical capabilities, delivery performance, and resource competency.
- Experience negotiating, administering, and managing engineering services contracts, staff augmentation agreements, and strategic supplier relationships within India.
- Demonstrated experience leading commercial negotiations and developing complex subcontracting agreements.
- Strong understanding of contract terms and conditions, commercial risk allocation, pricing models, and supplier governance practices.
- Proven abilities in the development and maintaining of key relationships with Engineering subcontractors. Familiarity with engineering design execution in Oil &
- Gas, Power Generation, and Grid markets, workforce planning / Tempus.
- Excellent communication skills with proficiency in written and spoken English language.
- Ability to collaborate with diverse stakeholders and demonstrate a big team mindset.
- Ability to travel within Country on a short notice to meet potential subcontractors and other business needs.

Minimum Qualifications
- Professional Engineering licensure applicable to the region.
- Minimum 5+ years managing Engineering subcontractors in India.
- Multi-disciplinary engineering execution in Power, Oil&Gas;, Water, Grid/ Transmission, Renewables or industrial projects.
- 10+ years of experience in commercial management, subcontract management, supply chain leadership, project commercial execution, or engineering services contracting.
- Demonstrated experience negotiating and managing high-value engineering services agreements, staffing contracts,
or strategic supplier partnerships.

Minimum Qualifications
- Bachelor’s degree in Engineering, or equivalent experience.
- Minimum 5+ years engaging Engineering subcontractors in India.
- Minimum of 10+ years management experience of Engineering resources.
- Project EPC/professional services execution PM experience.
- Self-Driven Organizational Development.
