Role Summary
We are seeking an experienced Chief Information Officer (CIO) to lead the organisation's technology strategy, infrastructure and digital transformation agenda. This role is distinctive in requiring a leader who combines strong core IT leadership credentials with direct, hands-on experience in Learning & Development (L&D;) — someone who has previously built, scaled or transformed a learning function within a company, not merely purchased tools for one. The successful candidate will champion the convergence of technology and workforce capability-building, ensuring that IT strategy and organisational learning strategy reinforce rather than operate in isolation from each other.
Why This Role Is Different
Most CIO mandates stop at infrastructure, cybersecurity, applications and data. This role explicitly extends into how the organisation builds capability in its people through technology — from learning management systems (LMS) and digital upskilling platforms to AI-enabled personalised learning and the change management required to embed current technology successfully across a workforce. Candidates without genuine L&D; experience (either as a former L&D; leader, or as a technology leader who partnered deeply and operationally with L&D;) will not be considered a strong fit for this specific mandate.
Key Responsibilities
- Define and execute the organisation's overall IT and digital strategy, aligned to business goals, in partnership with the CEO and executive leadership team.
- Own enterprise architecture, infrastructure, cybersecurity, data governance and technology risk management.
- Lead the selection, implementation and continuous improvement of Learning Management Systems (LMS), Learning Experience Platforms (LXP) and other learning technology, in close partnership with HR and L&D; leadership.
- Bring first-hand understanding of instructional design, competency frameworks, learning analytics and adult-learning principles to ensure learning technology investments genuinely improve capability outcomes — not just deliver content.
- Champion the use of AI and automation to personalise employee learning journeys, upskilling and reskilling programmes at scale.
- Partner with HR/L&D; to design the technology backbone for succession planning,
competency mapping and skills-based workforce planning.
- Lead digital transformation initiatives across the business, ensuring technology adoption is supported by structured change management, training and internal capability-building — treating technology rollouts as learning journeys, not just IT deployments.
- Manage the IT budget, vendor relationships and technology roadmap, balancing innovation with cost discipline and risk management.
- Build, mentor and lead a high-performing IT organisation, including application development, infrastructure, cybersecurity, service desk and (where applicable) learning technology teams.
- Report regularly to the CEO and Board on technology strategy, risk, major programme delivery and the measurable impact of technology-enabled learning on business capability.
- Ensure compliance with data privacy, information security and relevant regulatory requirements across all systems, including learning and HR technology platforms.
Essential Experience and Qualifications
- Minimum 12–15 years of progressive IT leadership experience, including at least 4–5 years in a CIO, IT Director, or equivalent senior technology leadership role.
• Demonstrable, direct experience working within a company's Learning & Development function — either having led L&D;/talent development at some point in your career, or having served as the primary technology partner embedded in L&D; strategy and delivery for a sustained period (minimum 2 years).
- Proven track record of implementing or scaling LMS/LXP platforms and measuring their impact on workforce capability and business outcomes.
- Strong background in enterprise IT architecture, cybersecurity, cloud infrastructure and data governance.
- Experience leading large-scale digital transformation programmes, including the change management and internal training components of such programmes.
- Bachelor's degree in Computer Science,
Information Technology, Engineering or a related field; MBA or equivalent postgraduate qualification preferred.
- Excellent stakeholder management skills, with experience presenting to and advising CEOs, Boards and senior leadership teams.
Desirable Experience
- Formal qualification or certification in Learning & Development, Instructional Design, Organisational Development or a related discipline.
- Experience with AI-driven learning personalisation, adaptive learning platforms or learning analytics.
- Experience in a fast-growing or scaling organisation where technology and capability-building needed to evolve simultaneously.
- Familiarity with skills-based organisation design and competency framework technology.
- Relevant certifications such as TOGAF, ITIL, CISSP, PMP, or equivalent.
