About QCI The Quality Council of India (QCI) is the Scheme Owner of the Certification Scheme for Unmanned Aircraft Systems (CSUAS), which was notified in official gazette by the Ministry of Civil Aviation on 26 January 2022. The scheme has since been revised and its scope enhanced, evolving into a Type based certification framework that covers Visual Line of Sight (VLOS) and Beyond Visual Line of Sight (BVLOS) UAS operations, and it also promotes the indigenisation and development of the domestic drone industry, contributing to the vision of India becoming a global drone hub by 2030.
Role Summary
As part of the team, you contribute to the development and operation of a national certification framework for UAS. Our work spans into designing and developing certification schemes aligned with international best practice, formulating technical standards, and creating certification ecosystems in partnership with industry, regulators, ministries, academia and other stakeholders, scale them through conformity assessment bodies. Deep understanding of the Drone Rules, 2021 and CSUAS is essential.
The next phase of this work is about collaborating with the industry on the segments that still need enabling, namely autonomous drones, Drone-as-a-Service and UAS traffic management, along with the digital transformation that simplifies compliance and the aggregator led facilitation that scales the use-case adaptation to advance the growth of Industry These are areas where the standards, the quality assurance mechanisms and in some cases the market itself are still taking shape, and the people who join us now will help shape the Nation’s Drone Ecosystem.
Role & Responsibility
QCI is seeking professionals to support the implementation of CSUAS. The role will contribute to the development and operation of the CSUAS workstreams below:
- Scheme Design & Development: Conceptualise UAS related quality interventions that help the industry and the regulator, and develop and revise the scheme criteria, technical standards and guidelines that give them effect with a in-depth understanding of the Drone Rules, 2021 and CSUAS.
- Research, Analysis & Knowledge Products: Conduct rapid primary and secondary research on UAS domain and policy, including comparative study of standards and international best practice to draft standards for UAS and its components.
- Report Writing & Deck Preparation: Draft and structure reports, concept notes, technical circulars and knowledge products, and create data driven presentations for relevant stakeholders.
- Scheme Operations: Lead the day to day operations of the scheme and its projects, scheme documentation, deliverables, work plans, trackers and minutes of meetings and report periodically on developments; collect, clean and analyse scheme data and maintain its records,
website and dashboard; propose the features and changes required in the dashboard to support operations; monitor scheme-related activities; coordinate with vendors and internal and external stakeholders; and frequently update FAQs.
- Stakeholder Engagement: Identify key stakeholders, analyse their expectations, and develop and execute appropriate strategies to work with them; manage and regularly engage multiple stakeholders i.e., regulators, Certification Bodies, manufacturers, assessors, technical experts, laboratories and academia to ensure timely information exchange and seamless coordination.
- Business Development & Marketing of the Scheme: Ensure quantitative improvement in the number of Certification Bodies; identify potential clients and partners for adoption of the scheme; market the scheme to increase its uptake; and develop a comprehensive plan to improve scheme processes and revenue generation.

Eligibility Criteria & Requirements
Educational Qualification
- A Bachelor’s degree in Engineering in Aerospace Engineering, Mechanical Engineering, Electronics Engineering, or a related discipline is required. A Bachelor’s degree in a related engineering discipline, coupled with strong relevant experience, may also be considered for the Associate Manager role.
- An additional qualification in management, public policy, or conformity assessment ecosystem, or quality and compliance, or training in ISO/IEC 17065, ISO/IEC 17067, or ISO/IEC 17024, or ISO/IEC 17020, or ISO 9001 will be considered a strong added advantage.
Experience:
- Minimum three years of skilled work experience in areas including manufacturing, R&D;, operations, consulting (private or government), or testing, auditing or a managerial role specifically in drone industry,
or should have experience with stakeholder management, or operating a certification scheme, or national program.
- Knowledge of the Drone Rules, 2021 and CSUAS is essential, along with knowledge of the relevant rules and regulations with respect to drones operations in India and type certification.
- Excellent Microsoft Office skills, strong verbal communication, and sound organisational and planning skills, with a proven ability to multitask and meet tight deadlines, are required.
- Experience in marketing of products and creation of knowledge products is desired. Prior experience of working with government agencies, regulators or CABs in any capacity (operations or consulting) will be preferred.
- Working experience in any programming language, or with dashboards and AI tools, would be an added advantage. Exposure to UAS design, manufacturing, testing or flight operations, including VLOS/BVLOS flying experience, will be preferred though not mandatory.
- Fluency in English, both written and oral, is required. Fluency in Hindi, both written and oral, is desired.
- Location for the role is based out of New Delhi, on a full time engagement, with travel anywhere in India or abroad as and when required.
- The expected remuneration for this role would be between 5 to 10 LPA
Technical Capabilities:
Strong Research Skills: Ability to rapidly identify, read, and understand dense, technical documents (e.g., government reports and research papers) and extract the most relevant information.
Structured Thinking & Writing: Ability to break down large, ambiguous topics into a structured research plan and produce clear, logical, professional, and well-written outputs.
Data Analysis: Comfortable with data cleaning, essential MS Excel functions, and creating charts. Experience analysing survey data using Stata, R, or Python is an added advantage.
Visualization & Presentation Skills: Strong data-visualization skills using MS Office Suite, with Tableau/Power BI proficiency being an added advantage; ability to create well-structured and visually compelling presentations.
