About the Role
We are looking for an experienced professional to independently manage Government & PSU tendering, GeM operations, technical documentation and project proposal preparation.
The ideal candidate should have substantial hands-on experience in preparing TFR, DPR, Technical Specification Reports, Financial Feasibility Reports, technical/commercial proposals and tender compliance documentation, with strong exposure to Central Government, State Government, PSU and Municipal Corporation projects across different states of India.
The candidate should specifically have exposure to organizations such as Coal India Limited and its subsidiaries, NTPC, Municipal Corporations and other major Government/PSU organizations.
Key Responsibilities
1. Government & PSU Tendering
- Identify and analyse relevant Government and PSU tenders.
- Study complete tender documents, including technical specifications, eligibility criteria, scope of work, BOQ, commercial terms and submission requirements.
- Independently coordinate and prepare complete tender submissions.
- Prepare tender compliance statements and compliance matrices.
- Identify technical, commercial and documentation gaps before submission.
- Handle tender corrigendums, amendments, clarifications and pre-bid queries.
- Ensure timely submission of bids within prescribed deadlines.
2. GeM & Government Procurement Portals
- Handle Government e-Marketplace (GeM) bidding and procurement processes.
- Search and identify relevant opportunities on GeM and other Government procurement portals.
- Prepare and upload technical and commercial documents.
- Monitor bid status, corrigendums and tender amendments.
- Coordinate responses to technical and commercial queries.
- Maintain records of submitted bids and tender outcomes.

Technical Documentation The candidate will be responsible for preparing and coordinating:
- Technical Feasibility Reports (TFR)
- Detailed Project Reports (DPR)
- Technical Specification Reports
- Technical proposals
- Project methodology documents
- Technical compliance reports
- BOQ-related technical documentation
- Tender-specific technical submissions
- Supporting technical annexures and declarations
4. Financial & Commercial Documentation
- Prepare Financial Feasibility Reports.
- Coordinate with Finance/Commercial teams for project costing.
- Assist in preparation of BOQs, cost estimates and commercial proposals.
- Review financial eligibility criteria, turnover requirements and past-project requirements.
- Ensure financial documents are prepared in accordance with tender conditions.
5. Government / PSU Client Exposure The candidate should have practical experience/exposure in dealing with:
- Central Government organizations
- State Government departments
- Public Sector Undertakings (PSUs)
- Coal India Limited (CIL)
- Coal India subsidiaries
- NTPC Limited
- Municipal Corporations in different states of India
- Government authorities and institutions
- Government-funded infrastructure/industrial projects
Strong preference will be given to candidates who have directly handled tendering/documentation for Coal India/CIL subsidiaries, NTPC and Municipal Corporations across multiple states. 6. Tender Compliance & Bid Coordination
- Prepare tender-wise document checklists.
- Ensure all mandatory certificates, declarations, registrations and supporting documents are available.
- Coordinate with Technical, Engineering, Finance, Commercial and Management teams.
- Ensure complete compliance with tender requirements before final submission.
- Maintain a database of previous tender submissions and supporting documents.
7. Reporting & Record Management
- Maintain records of all Government/PSU tenders.
- Track tender deadlines, bid status and results.
- Maintain technical specifications, DPRs, TFRs and other standard documentation.
- Prepare management reports regarding tender opportunities, submissions and outcomes.
- Maintain confidentiality and accuracy of sensitive technical and commercial information.
Qualification
- Bachelor's Degree in Engineering / Technology or a relevant technical discipline.
- Additional qualification in Project Management, Contracts, Tendering or Business Management will be an advantage.
Experience 15–20 years of relevant experience in:
- Government / PSU tendering
- GeM procurement and bidding
- Technical proposal preparation
- Tender documentation
- DPR / TFR preparation
- Technical and financial feasibility documentation
- Government project documentation
- Bid management and compliance
Candidates from Engineering, EPC, Infrastructure, Industrial Equipment, Pollution Control, Environmental Solutions, Government Projects or similar technical industries will be preferred.
Required Skills
- Robust knowledge of Government tendering procedures
- Hands-on experience with GeM
- Strong understanding of PSU and Government procurement
- Excellent technical documentation skills
- Ability to independently prepare DPR, TFR and technical reports
- Strong tender compliance and bid-management skills
- Good understanding of technical specifications and BOQs
- Strong MS Word and Excel skills
- Excellent report-writing and presentation skills
- Strong analytical and documentation abilities
- Excellent coordination and follow-up skills
- Ability to work under strict tender deadlines
- Strong written and verbal communication skills
Job Type: Full-time Pay: ₹80,000.00 - ₹125,000.00 per month
