Senior Quantity Surveyor

Highway Design & Civil Engineering Consultancy

Position: Senior Quantity Surveyor / Lead Quantity Surveyor

Minimum Experience: 15 Years

We are looking for an experienced Senior Quantity Surveyor with a minimum of 10 years of relevant experience in highway design and civil engineering consultancy.

The candidate will be responsible for quantity estimation, BOQ preparation, cost estimation, rate analysis, tender documentation, cost control, variation assessment, contract administration, and commercial management for highway and road infrastructure projects.

The ideal candidate should have extensive experience working on National Highways, State Highways, Expressways, bypasses, interchanges, bridges, structures, and associated road infrastructure, preferably in a consultancy environment.

Key Responsibilities

1. Quantity Estimation & BOQ Preparation

- Prepare detailed Bill of Quantities (BOQ) for highway and road infrastructure projects.
- Carry out quantity take-offs based on highway alignment drawings, plan and profile drawings, cross-sections, typical drawings, and technical specifications.

- Review quantities for

- Earthwork and excavation

- Embankment and subgrade
- Granular Sub-Base (GSB)

- Wet Mix Macadam (WMM)

- Dense Bituminous Macadam (DBM)

- Bituminous Concrete (BC)

- Pavement works

- Drainage and culverts

- Retaining and protection structures

- Bridges and other structures
- Road furniture and safety works
- Utility shifting and other associated works
- Verify quantities generated from design drawings and engineering software.
- Ensure BOQs are complete, accurate, and aligned with project specifications.

2. Cost Estimation & Rate Analysis

- Prepare preliminary, feasibility, detailed, and tender-stage cost estimates.
- Develop detailed rate analysis for various highway construction items.
- Analyze material, labour, equipment, transportation, overhead, and other project costs.
- Prepare cost benchmarks based on similar highway projects and prevailing market rates.
- Review and update rates based on applicable SOR, SSR, MoRTH specifications, NHAI/State PWD requirements, and project-specific requirements.
- Identify opportunities for cost optimization and value engineering.

1. Tender & Bid Documentation

- Prepare and review tender BOQs and commercial schedules.
- Assist in preparation of tender documents and technical/commercial schedules.
- Review contractor bids and prepare comparative statements.
- Evaluate quoted rates and identify abnormal or unbalanced rates.




- Assist the project management team/client in tender evaluation and contractor negotiations.
- Provide commercial inputs during pre-bid meetings and clarification stages.

1. Contract Administration

- Review contracts, BOQs, specifications, and contractual conditions.
- Monitor contractual quantities, costs, and financial commitments.
- Review contractor's interim payment applications and supporting measurements.
- Verify executed quantities and recommend payment certification.
- Assess variations, deviations, additional items, and substituted items.
- Review contractor claims and provide commercial recommendations.
- Assist in preparation and settlement of final accounts.

1. Cost Control & Project Monitoring

- Monitor project expenditure against the approved budget.
- Prepare monthly/periodic cost reports and cash-flow forecasts.
- Track variations and their impact on the overall project cost.
- Identify potential cost overruns and recommend corrective measures.
- Maintain quantity and cost databases throughout the project lifecycle.
- Provide regular commercial updates to the Project Director / Team Leader.

1. Highway Design Consultancy Coordination

- Coordinate closely with highway design engineers, pavement engineers, bridge/structural engineers, drainage engineers, utility engineers, and survey teams.
- Review design changes from a quantity and cost impact perspective.
- Assess the cost implications of changes in alignment, pavement design, structures, interchanges, drainage, and other project components.
- Ensure BOQs and estimates are consistent with the latest approved design.
- Participate in design review and value-engineering exercises.

1. Variations & Claims

- Analyze and evaluate contractor claims for additional quantities and additional works.
- Prepare detailed variation statements and rate justification.
- Verify measurements and supporting documentation for variations.
- Assess claims related to changes in scope, quantities, rates, and contractual requirements.
- Assist in resolving commercial disputes and contractual issues.

Required Qualifications

- Bachelor's degree in Civil Engineering / Quantity Surveying / Construction Management or equivalent.
- Minimum 10 years of relevant experience in Quantity Surveying / Cost Consultancy.




- Strong preference for candidates with 15+ years of experience in highway design consultancy / road infrastructure projects.
- Experience in India highway projects will be preferred.
- Candidates with experience in NHAI, MoRTH, State PWD, HAM, EPC, BOT, or similar highway projects will be advantageous.

Required Technical Knowledge The candidate should have strong working knowledge of:

- Highway quantity estimation and BOQ preparation.
- MoRTH Specifications and relevant IRC standards.
- NHAI / State PWD specifications and Schedules of Rates.
- Highway pavement construction and costing.
- Earthwork and pavement quantity calculations.
- Bridges, culverts, drainage, and road structures.
- Rate analysis and cost estimation.
- Contractor billing and measurement verification.
- Variations, claims, and final accounts.
- Tendering and bid evaluation.
- Cost control and financial monitoring.

Software Skills

- MS Excel Advanced level
- AutoCAD
- MS Office
- Knowledge of quantity take-off / estimation software.
- Working knowledge of Civil 3D, MX Road, OpenRoads, or similar highway design software will be an added advantage.
- Knowledge of Primavera or other project management software is desirable.

- National Highway projects

- State Highway projects
- Greenfield and Brownfield highway projects
- Highway widening and strengthening projects
- Interchanges and grade separators
- Major bridges and structures
- Road rehabilitation projects
- EPC / HAM / BOT projects
- Detailed Project Report (DPR) and feasibility study assignments

- Successful completion and settlement of final accounts.
