Job Summary
Lead city-level planning, implementation, monitoring, reporting, risk management and stakeholder coordination. Ensure delivery against the approved Detailed Implementation Plan (DIP), budget, programme standards and safeguarding requirements, while building government convergence, partnerships, community ownership and sustainability. Project Brief: The Urban Flagship Programme establishes protected, inclusive and enabling Urban Flagship Centres and extends integrated services into catchment communities, connecting children, adolescents, youth and families to education, health and nutrition, protection, skilling, livelihoods, government services and community-led solutions.
Role Purpose: Lead city-level planning, implementation, monitoring, reporting, risk management and stakeholder coordination. Ensure delivery against the approved Detailed Implementation Plan (DIP), budget, programme standards and safeguarding requirements, while building government convergence, partnerships, community ownership and sustainability.
Role and responsibilities
- Lead preparation, implementation and review of the city-level DIP, work plans, targets and budgets.
- Oversee day-to-day functioning of the Urban Flagship Centre and community outreach.
- Coordinate Academic Support, Health & Nutrition and Skilling & Livelihoods Facilitators and Community Volunteers.
- Ensure mandatory centre-based services and community-based interventions are implemented with quality.
- Lead stakeholder mapping and engagement with government departments, ULBs, schools, AWCs, health facilities, academic institutions, CSOs, corporates, CSR partners and community structures.
- Strengthen convergence with government schemes and facilitate required permissions and approvals.
- Monitor programme performance, MIS, LFA indicators, reach, referrals, service quality and safeguarding compliance.
- Maintain the city risk register and lead mitigation and escalation.
- Ensure feedback and complaints mechanisms are functional and support child/community participation.
- Lead documentation of learning, innovations, case studies and evidence of change with required consent.
- Coordinate with State/NSO thematic and functional teams for technical support, capacity building, procurement, finance, communications and MEAL.
- Support resource mobilisation and strategic partnerships in coordination with relevant teams.
- Ensure staff and volunteers receive induction, coaching and performance support.
- Embed sustainability, transition and exit planning from the beginning of implementation.
- Undertake other responsibilities assigned by the State Lead.

Candidate specification
Essential
Experience
- Minimum 5 years of relevant programme/project management experience,
preferably in urban/community development, education, health/nutrition, child protection or livelihoods, with stakeholder and team management experience.
Essential Qualification
Masters/Bachelors degree in Social Work, Development Studies, Education, Public Health, Management or a relevant discipline. Commitment to and understanding of Bal Raksha Bharat aims, values, and principles

Child Safeguarding level required/ appropriate for the role
Level 1 The role holder will not have contact with children and/or young people, or access to personal data about children or young people, as part of their work; therefore, a police check will not be mandatory unless the content or location of the role changes, in which case the Child Safeguarding level will be reviewed.
Level 2
Either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a regulated position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required.
Level 3
The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
