POSITION TITLE: Vocational Program Manager

DEPARTMENT: Community Services

REPORTS TO: Community Services Director

RATE OF PAY: Range 37 $51,916.94 - $60,338.44 per year (DOQ)

BENEFITS: 3 Medical plans to choose from, Dental, Vision, Pension, Deferred Compensation, 11 Holidays, 1 Floating Holiday, Vacation and Sick leave.

Summary A Program Manager oversees the development,



implementation, and management of programs aimed at assisting individuals with disabilities in securing and maintaining employment, or other basic needs defined by referral agencies. This role involves supervising staff, managing budgets, ensuring compliance with regulations, and collaborating with various stakeholders to create inclusive and supportive housing services, transition services for students, employment and community inclusion opportunities.

EXAMPLES OF DUTIES: (Duties include but are not limited to)

- Training: Provides training, guidance, and support to staff to ensure they are equipped to deliver effective services in compliance with program guidelines.
- Conducts performance evaluations, provides feedback, and addresses performance issues.
- Collaboration: Collaborates with other organizations, such as vocational rehabilitation agencies, developmental disabilities administration, housing support agencies, and other resource and referral agencies to provide comprehensive support.
- Conflict Resolution: Addresses any issues or conflicts that may arise between clients and employers, and between staff members.
- Reporting: Preparing regular reports on program activities, outcomes, and compliance with regulations is a key responsibility.
- Monitoring and Evaluation: The Program Manager is responsible for monitoring programming activities and conducting compliance reviews to identify and address any potential issues.
- Staff training and development.
- Attend staff meetings, in-service training, and other training as available and assigned.

Compliance A Program Manager plays a critical role in ensuring compliance with various regulations and guidelines to protect the rights and well-being of the individuals served.

- Understand requirements of the Rehabilitation Act 1973.
- Understand requirements of the Americans with Disabilities Act (ADA).
- Understand requirements of the Workforce Innovation and Opportunity Act (WIOA).
- Other relevant state and local laws: The Program Manager must also be aware of and comply with any additional state and local laws that protect individuals with disabilities from discrimination and ensure equal employment opportunities.
- Disability Laws and Regulations: Providing training and education to staff on disability laws, regulations, and best practices for serving individuals with disabilities is essential.
- Provide crisis support and be part of the management of a crisis plan which may require schedule revision.
- Other duties as assigned.

Knowledge, Skills And Abilities





- Physical abilities include standing and/or sitting for extended periods of time, reaching, bending, stooping, squatting, twisting, pulling and lifting.
- Ability to utilize computer word processing and spreadsheet documentation. (Microsoft Word, Excel, Outlook, etc.)
- Ability to transport participants in department vehicles.
- Ability to work with people with developmental disabilities and their family members.
- Ability to understand contract requirements and department policies and procedures.
- Ability to observe and report participant needs; advocate for quality-of-life changes and demonstrate positive support skills.
- Demonstration of support to people with special behavioral needs and to model appropriate behavior.
- Knowledge and experience of the social service system; ability to assist participants to access services.
- Ability to clearly, accurately and timely complete and submit time sheets, expense forms and other program documentation.
- Ability to interact with participants in supportive and respectful manner.
- Ability to communicate verbally; to report behavior and safety issues factually and objectively.
- Ability to interact with co-workers in a team approach which includes assertiveness, conflict management, limit setting and respect of a variety of work styles.

Minimum Qualifications

- Must be 18 years of age or older.
- Valid driver’s license.
- Criminal background clearance is required for employment and every three years thereafter.
- Valid First Aid and CPR certification as soon after employment as course is offered.

Education/Experience A bachelor’s degree, in any field, from an accredited college or university, One (1) year Full Time Equivalency (FTE) paid employment experience in the direct provision of social services to individuals with disabilities.

OR

Ninety (90) quarter or sixty (60) semester hours of coursework, in any field, from an accredited college or university.

Two (2) years Full Time Equivalency (FTE) paid employment experience in the direct provision of social services to individuals with disabilities.

OR A high school diploma or GED,

Four (4) years Full Time Equivalency (FTE) paid employment experience in the direct provision of social services to individuals with disabilities.
