Job Summary

Position Title and Grade: Officer-Monitoring, Evaluation, Research and Learning (MERL) (Grade 6)

Position Type/Duration: Fixed-Term (Two years with possibility of extension subject to organizational needs, satisfactory performance, and funds availability)

Position Location: ChildFund India, Delhi / Bengaluru office

Work Schedule: Monday to Friday, 9:00 AM to 5:00 PM, 40 hours per week

Reports To: Senior Specialist - Research and Evaluation

Position Role

The Officer, Monitoring, Evaluation, Research and Learning (MERL) will be responsible for supporting field program teams in monitoring, evaluation, research, documentation, knowledge management, and the generation of Management Information System (MIS) data. The position will contribute to generating high-quality data and evidence to assess program performance, measure outcomes, facilitate learning, and support informed decision-making and strengthen program performance. The position will be responsible for enhancing program quality and impact through systematic monitoring, data quality assurance, evaluations, and performance tracking. By promoting evidence-based approaches and continuous improvement, the Officer, MERL will contribute to strengthening internal processes and improving the effectiveness and efficiency of program delivery in the field. In addition, the Officer, MERL will provide technical guidance and capacity-building support to field implementation teams on monitoring and evaluation, research methodologies, data management, learning, and reporting. They will work closely with colleagues across field offices, state offices, and the country office to strengthen program quality, foster a culture of learning and accountability, and support the generation and dissemination of evidence for program improvement, advocacy, and communication. Remain alert and responsive to any safeguarding risks; acquire and maintain the relevant knowledge and skills necessary to promote strong safeguarding practices; understand and adhere to ChildFund India's Safeguarding Policy and Procedures; and conduct yourself at all times in a manner consistent with ChildFund India's safeguarding principles and standards.

Primary Responsibilities

- Monitoring and Data Management: Support the development and implementation of monitoring frameworks, indicators, and results measurement systems.
- Manage ME Platform (CAMEL) and CMIS of the organization for assigned states.
- Collaborate with program teams to develop Annual Operating Plan and Budget and monitor the execution and outcomes.
- Coordinate routine data collection, verification, compilation, and management processes.
- Develop and maintain databases, dashboards, and MIS systems for program monitoring.
- Conduct regular data quality assessments and ensure adherence to data quality standards.
- Track program outputs, outcomes, and key performance indicators against approved targets.
- Generate periodic monitoring reports and analytical summaries.
- Evaluation:



Plan and oversee internal/ external evaluations, reviews and impact assessments of the program related to health, education, skill development, child protection and climate resilience.
- Support the design and execution of baseline, midline, endline, and impact evaluations.
- Develop evaluation tools, data collection instruments, and protocols.
- Coordinate with external consultants, research organizations, and survey agencies.
- Participate in data analysis and interpretation of evaluation findings.
- Prepare evaluation reports, presentations, and dissemination materials.
- Research: Conduct quantitative and qualitative research studies relevant to program objectives.
- Assist in developing research methodologies, sampling plans, questionnaires, and discussion guides.
- Undertake literature reviews and evidence synthesis.
- Analyze research findings and prepare technical reports, policy briefs, and knowledge products.
- Support publication and dissemination of research outputs.
- Contribute to the development, writing, review, and publication of research papers, journal articles, working papers, conference presentations, and other scholarly outputs.
- Coordinate with researchers, academic institutions, and publication partners to disseminate research findings through peer-reviewed journals, conferences, and knowledge platforms.
- Learning and Knowledge Management: Facilitate program review meetings to discuss findings, challenges, and lessons learned.
- Document best practices, success stories, case studies, and program innovations.
- Promote evidence-based learning across program teams.
- Support the development of learning agendas and organizational knowledge products.
- Data Analysis and Reporting: Analyze data using statistical software and data visualization tools.
- Prepare high-quality reports, presentations, dashboards, and donor reporting materials.
- Generate actionable insights and recommendations for program improvement.
- Support donor reporting requirements related to program performance and outcomes.
- Capacity Building: Support training of program staff and partners on data collection, monitoring tools, and reporting systems.
- Provide technical assistance to field teams on MERL processes and standards.
- Promote data-driven decision-making across the organization.
- Any other responsibility as assigned by the Line Manager.

Minimum Qualifications

Education: Bachelor's in Social Sciences, Demography, Economics, Statistics, Data Science or related field. Master's preferred.

Work Experience: Minimum 4 years of experience in the relevant role.

Skills and Abilities





- Excellent report writing, documentation, and presentation skills, with the ability to communicate complex information effectively.
- Ability to synthesize and interpret complex data sets to inform decision-making and program improvement.
- Proficiency in data management, analysis and visualization using tools such as SPSS, MS Excel, Power BI or other statistical software.
- Strong coordination, stakeholder engagement, communication, and analytical skills.
- Strong attention to detail and commitment to delivering high-quality results within deadlines.
- Robust verbal communication skills, with the ability to develop and deliver compelling presentations.

Language Proficiency

The ability to speak, read, and write fluently in English.

Job Knowledge

- Strong understanding of monitoring and evaluation frameworks, logframes, results frameworks, and theory of change.
- Good understanding of research designing, tools development, sampling methods, data validation checks and inferential analysis using primary and secondary data, preferably child related data.
- Understanding of data quality standards, and ethical principles related to data collection, survey methods, management, and reporting.
- Knowledge of digital data collection platforms such as KoboToolbox, SurveyCTO, ODK.
- Experience in dashboard development using Power BI, Tableau, or similar tools.

Evaluation and Selection Criteria
