We are looking for an experienced and highly connected Senior Government Liaison & Public Relations Manager to manage high-level government relations, regulatory coordination, event permissions, VVIP protocol, and institutional communications across Odisha.
The ideal candidate should have strong working relationships with senior government officials and a thorough understanding of the Odisha Government administrative structure, Secretariat functioning, district administration, government protocols, and event-related permissions.
This role requires excellent communication and negotiation skills, strong professional credibility, discretion, and the ability to independently engage with senior bureaucrats and government departments.
Key Responsibilities
1. High-Level Government Liaison & Networking
- Develop and maintain strong skilled relationships with IAS officers, Secretaries, Principal Secretaries, Additional Secretaries, Joint Secretaries, and senior officials across relevant Odisha Government departments.
- Regularly engage with government departments to understand priorities, initiatives, upcoming programs, and opportunities relevant to the organization.
- Represent the organization professionally in meetings and discussions with senior government officials.
2. District Administration & Government Coordination
- Regularly visit District Collectorates across Odisha to establish and maintain relationships with:
o District Collectors
o District Culture Officers (DCOs)
o Municipal Commissioners
o Other senior district-level administrative officials
- Coordinate with district authorities for events, government programs, cultural initiatives, permissions, logistics, and administrative requirements.
- Maintain an effective government network at both state and district levels.
3. Executive Communication & Proposal Presentation
- Prepare and deliver high-level verbal and written presentations to senior government officials.
- Effectively pitch event concepts, Detailed Project Reports (DPRs), proposals, project plans, and commercial/technical submissions.
- Clearly communicate organizational objectives while addressing government requirements and expectations.
- Handle sensitive and high-level discussions with professionalism and diplomacy.
4. Government Intelligence & Opportunity Tracking
- Maintain regular engagement with the Odisha Secretariat (Lok Seva Bhawan) and district administrative offices.
- Track upcoming:
o Government events
o Mega events
o Cultural festivals
o Public programs
o Tenders and RFPs
o Government initiatives and projects
o Event-related opportunities
- Develop advance intelligence regarding relevant opportunities and communicate them internally in a timely manner.
5. Permissions, NOCs & Regulatory Coordination
- Coordinate and facilitate government permissions, NOCs, security clearances, event approvals, and other statutory requirements.
- Liaise with relevant departments, police authorities, Police Commissioners, district administration, municipal authorities, and other government agencies.
- Ensure all required approvals are obtained within stipulated timelines.
6. VVIP Protocol & Event Management
- Lead VVIP protocol and government-dignitary coordination during events.
- Coordinate stage arrangements, seating plans, official hospitality, security coordination, movement plans, and protocol requirements for:
o Ministers
o IAS/IPS officers
o Senior government officials
o Other dignitaries
- Ensure smooth and skilled handling of VIP/VVIP guests throughout the event.
7. Government Payment & Invoice Coordination
- Coordinate with departmental Finance, Accounts, Treasury, and concerned administrative sections regarding invoice processing and payment matters.
- Follow up professionally with relevant officials to facilitate timely processing and release of legitimate outstanding payments.
- Maintain proper documentation and status tracking for government-related receivables.
8. Stakeholder & Internal Coordination
- Act as the primary government-facing representative for assigned projects and events.
- Coordinate closely with senior management, project teams, event operations, finance, legal, and business development teams.
- Provide regular updates on government discussions, approvals, opportunities, risks, and pending matters.
Required Qualifications & Skills
Essential
- 5–8+ years of hands-on experience in government liaison, public relations, government affairs, corporate affairs, event management, or public policy.
- Strong professional network and demonstrated ability to engage with senior government officials and bureaucrats.
Pay: ₹15,000.00 - ₹35,000.00 per month
