Job Purpose The Medical Superintendent shall be responsible for the overall clinical administration, hospital operations, patient-care services, quality and safety systems, and regulatory compliance of the teaching hospital attached to Graphic Era Institute of Medical Sciences (GEIMS), ensuring effective and efficient delivery of healthcare services in accordance with applicable NMC norms, statutory requirements, institutional policies, and quality standards.
Essential Qualification & Experience As per NMC
- Recognized Postgraduate Medical Degree from a recognized/accredited institution.
- Minimum 10 years of teaching experience in a recognized medical institution.
- Out of the total teaching experience, a minimum of 5 years should be as Professor.
- Appointment shall be made on the basis of seniority-cum-merit, as applicable.
- The Medical Superintendent shall not hold the position of Head of Department (HOD); however, the Medical Superintendent may head a clinical unit where permissible under applicable norms.
- Valid registration with the applicable State Medical Council / National Medical Commission, as applicable.
These eligibility requirements are based on the current NMC provisions governing administrative posts in recognized medical institutions.
Key Responsibilities
1. Hospital Administration
- Oversee the overall functioning and day-to-day administration of the teaching hospital.
- Ensure smooth coordination among clinical, nursing, diagnostic, pharmacy, administrative, and support services.
- Monitor OPD, IPD, Emergency, ICU, OT, diagnostic and other hospital services.
- Ensure effective utilization of hospital infrastructure, manpower, equipment, and other resources.
2. Clinical Services & Patient Care
- Ensure uninterrupted and effective delivery of patient-care services.
- Coordinate with HODs, faculty members,
nursing administration and other healthcare professionals.
- Monitor patient flow, admissions, discharges, transfers, bed occupancy and clinical service delivery.
- Facilitate timely resolution of issues affecting patient care.
3. NMC & Regulatory Compliance
- Ensure compliance with applicable NMC regulations, standards and requirements for the teaching hospital.
- Coordinate with the Dean, HODs and concerned departments for NMC inspections, assessments and compliance requirements.
- Ensure maintenance of statutory records, hospital data, registers and documentation.
- Monitor implementation of observations and deficiencies identified during regulatory inspections.
4. Quality & Patient Safety
- Ensure implementation of hospital SOPs, clinical protocols and patient-safety measures.
- Monitor quality indicators, adverse events, patient complaints and corrective actions.
- Coordinate with Quality, Infection Control and other hospital committees.
- Promote continuous improvement in clinical and hospital services.
5. Emergency & Critical Services
- Ensure effective functioning of Emergency, ICU, OT and other critical services.
- Monitor emergency preparedness and disaster-management systems.
- Ensure appropriate coordination during mass-casualty and other emergency situations.
6. Human Resource & Workforce Management
- Coordinate with HR and departmental heads regarding medical, nursing, paramedical and support manpower requirements.
- Monitor duty rosters,
staffing adequacy, attendance and deployment.
- Ensure professional conduct and adherence to institutional policies.
7. Infection Control & Biomedical Waste Management
- Ensure compliance with infection-prevention and control practices.
- Coordinate with the Hospital Infection Control Committee.
- Ensure appropriate biomedical waste segregation, handling and disposal as per applicable regulations.
8. Patient & Attendant Grievance Management
- Monitor patient and attendant complaints and ensure timely resolution.
- Promote patient-centric care, effective communication and professional conduct.
- Review patient feedback and initiate improvement measures.
9. Hospital Committees & Clinical Governance
- Facilitate functioning of mandatory and institutional hospital committees.
- Ensure regular meetings, documentation, minutes and implementation of committee recommendations.
- Promote clinical governance and multidisciplinary coordination.
10. Reporting & Management Coordination
- Submit periodic reports regarding hospital operations, patient statistics, clinical services, quality indicators and regulatory compliance.
- Coordinate with the Dean, Medical Director, HODs, HR and other administrative authorities.
- Provide recommendations to the competent authority for improvement of hospital services.
