Job Purpose

To support the Design & Engineering Manager in planning, coordinating, and delivering high-quality wet utilities design solutions across PMC-managed projects. The role ensures that all design activities are compliant with authority regulations, aligned with project requirements, and executed efficiently through effective coordination, digital platforms, and governance frameworks. The position contributes to enhancing design efficiency, constructability, and stakeholder alignment while supporting Sobha PMCs objectives in quality, sustainability, and operational excellence.

Preferred candidate profile

1. KEY RESPONSIBILITIES AND ACCOUNTABILITIES:

A. Strategic Design Leadership

- Support the Design & Engineering Manager in planning, managing, and delivering design strategies aligned with project and organizational objectives.
- Assist in the development and implementation of the Design Management Plan (DMP) covering scope, workflows, quality checkpoints, and approval hierarchies.
- Contribute to establishing design KPIs, quality benchmarks, and efficiency targets aligned with Sobha PMC business goals.
- Provide technical guidance to engineers, consultants, and stakeholders to ensure alignment with Sobha PMC design standards and brand philosophy.
- Support the implementation of digital design platforms (AutoCAD, Civil 3D, BIM 360, Navisworks, InfraWorks) to enhance collaboration and efficiency.

B. Design Development & Delivery

- Support and coordinate the full design lifecycle from concept, schematic, detailed design to IFC stage.
- Develop and review wet utilities designs, drawings, and models using AutoCAD, Civil 3D, and relevant tools.
- Ensure all designs comply with:
- UAE authority regulations (DEWA, DM, RTA, etc.)
- Project specifications and international standards (BS, ASTM)
- Coordinate with consultants and ensure timely design submissions and approvals.
- Participate in and support Design Review Workshops (DRWs) to validate constructability and design quality.
- Manage and respond to design-related RFIs/RFCs in coordination with stakeholders.
- Ensure constructability reviews are conducted to minimize rework, cost overruns, and delays.

C. Design Coordination & Interface Management

- Coordinate design activities between PMC, Development, PNCA, Consultants, and Contractors.
- Facilitate integration across disciplines:

- Infrastructure

- Wet Utilities

- Landscaping

- MEP / Structures
- Support authority submissions and follow-ups for:

- DEWA
- DM

- RTA

- Etisalat / DU
- Ensure proper design-to-site transition, including:

- Drawing handovers

- Technical clarifications
- Revision control via EDMS (Sobha Apps Center), ACC platform
- Ensure timely preparation and submission of As-Built drawings and closeout documentation.

D. Design Governance, Quality & Compliance

- Ensure design compliance with ISO 9001, ISO 14001, ISO 45001 and authority standards.
- Review design submissions for accuracy, completeness, and compliance.
- Support audits and ensure closure of:

- NCRs

- Observations
- Non-compliance issues
- Maintain proper version control, traceability, and audit readiness of all design documents in EDMS.




- Assist in identifying and mitigating design risks including:

- Interface conflicts

- Scope gaps
- Authority non-compliance

E. Authority & Stakeholder Management

- Coordinate with authorities for design approvals and NOCs.
- Represent PMC in meetings with:

- Clients

- Consultants

- Contractors

- Authorities
- Ensure timely closure of authority comments and approval cycles.
- Maintain effective communication with all stakeholders to ensure alignment and progress.

F. Commercial & Planning Support

- Support tracking of design progress, deliverables, and timelines.
- Assist in monitoring design-related costs and identifying value engineering opportunities.
- Coordinate with Planning and Commercial teams for:

- Progress tracking

- Variation assessments

- Cost optimization

G. Digital Governance, TQM & ESG

- Ensure implementation of:
- EDMS workflows (Sobha Apps Center)
- Digital submissions (WIR/MIR/SD/Test Reports)
- Support Power BI dashboards and reporting for design tracking.
- Contribute to TQM, Idea space, Lean, and Six Sigma initiatives.
- Ensure alignment with ESG requirements:

- Sustainability

- Resource optimization

- Digital efficiency

H. Reporting & Communication

- Prepare and submit:
- Weekly / Monthly design progress reports

- KPI tracking reports
- Provide inputs for Management Review Meetings (MRM) & quarterly PDCA
- Maintain full documentation and communication traceability in EDMS.

I. Innovation & Continuous Improvement

- Support implementation of:

- Value engineering

- Process improvements

- Design standardization
- Contribute to innovation initiatives and idea implementation within the design team.

J. Ad-hoc Responsibilities:

1. Perform other duties and responsibilities as required by the Head of Departments (HOD), and QHSE & BE.
2. Additional tasks may be assigned based on evolving project needs or project management requirements.

Nature of Interaction:

- Coordination of design submissions, approvals, and reviews
- Technical discussions, clarifications, and issue resolution
- Authority liaison for NOCs and approvals
- Reporting and escalation of design risks, delays, and compliance issues

3. FRAMEWORKS, BOUNDARIES & DECISION-MAKING AUTHORITY:

1. Operates within Sobha PMCs IMS (ISO 9001, 14001, 45001), ESG,



and Business Excellence frameworks
2. Follows approved SOPs, Design Management Plan (DMP), Responsibility Matrix, and Delegation of Authority (DoA)

3. Authorized to

- Review and recommend approval of design submissions within delegated authority
- Coordinate design activities and enforce compliance with standards and timelines
- Initiate corrective actions for design non-conformities

1. Not authorized to:

- Approve major design changes, deviations, or commercial impacts beyond delegated limits
- Commit to contractual or financial decisions without approval

1. Escalation required for:

- Major design risks, authority-related issues, and compliance deviations
- Delays impacting project milestones
- High-value variations or design changes

4. QUALIFICATION & EXPERIENCE:

MINIMUM QUALIFICATION:

- Bachelors Degree in Civil Engineering (Mandatory)
- Masters degree (preferred but not mandatory)

Professional Certifications (Preferred):

- PMP / PRINCE2
- Lean Six Sigma (Yellow/Green Belt)
- BIM Certification / Autodesk Certification

MINIMUM EXPERIENCE:
- 7–12 years of experience in Design & Engineering (Wet Utilities / Infrastructure)
- Minimum 3–5 years in the GCC (UAE preferred)
- Proven experience in:
- Authority approvals (DEWA, DM, RTA, etc.)
- Infrastructure / utilities design projects
- Coordination with consultants and contractors
- EDMS / digital design workflows

5. SKILLS:

Technical Skills:

- Proficiency in AutoCAD, Civil 3D, and design software
- Knowledge of BIM platforms (Revit, Navisworks, BIM 360 – preferred)
- Understanding of wet utilities design (water, sewer, stormwater)
- Knowledge of UAE authority regulations and standards
