: Billing / Quantity Surveyor Executive Civil Engineering – High-Rise Building Project Department: Engineering / Site Execution Reports To: Project Manager / Billing Head Location: Patia , Bhubaneswar Employment Type: Full-Time Job Purpose To manage all billing, measurement, and quantity surveying activities for a high-rise building construction project, ensuring accurate quantity take-oAs, timely certification of contractor/vendor bills, cost control, and compliance with contractual and statutory requirements.
Key Responsibilities 1. Measurement & Quantity Surveying Carry out accurate site measurements for various civil, structural, and finishing works (RCC, masonry, plastering, flooring, waterproofing, MEP interfaces, etc.) Prepare detailed quantity take-oAs from architectural, structural, and MEP drawings Cross-verify executed quantities with drawings, BOQ (Bill of Quantities), and site records Maintain measurement books (MB) as per standard site practice 2. Billing &
Certification Prepare and process Running Account (RA) bills for subcontractors and vendors Verify subcontractor bills against work done, approved rates, and BOQ Prepare client/main contractor bills as per contract terms and milestones Ensure timely submission, certification, and follow-up of bills for payment Prepare final bills and reconciliation statements on completion of work packages 3. Cost Control & Reconciliation Track material reconciliation (cement, steel, concrete, etc.) against theoretical vs. actual consumption Monitor budgeted vs. actual quantities and highlight variances Assist in cost variance analysis and support project cost control reports Maintain records of extra items, deviations, and variation orders with supporting justification 4. Contract & Documentation Interpret contract documents, BOQ, technical specifications, and drawings Prepare and process variation/change order claims Maintain rate analysis for non-BOQ/extra items Ensure proper documentation for audit and statutory compliance (GST, TDS, etc. as applicable) Coordinate with the accounts/finance team for payment processing 5.
Coordination Liaise with site engineers, project managers, subcontractors, and vendors for measurement verification Coordinate with the planning/estimation team for budget alignment Support internal and external audits with required billing/measurement data Attend joint measurements with contractors/consultants as required 6. Reporting Prepare periodic billing status reports, MIS reports, and cost summaries Maintain updated records of all certified bills, pending claims, and payment status Report on high-value/high-risk billing items to senior management Key Skills &
Competencies Strong knowledge of quantity surveying methods (IS codes / CPWD / local standards as applicable)
Proficiency in reading and interpreting structural, architectural, and MEP drawings Hands-on experience with billing software (e.g., MS Excel, AutoCAD for measurement checks, ERP/billing systems such as SAP, CostX, or similar) Strong understanding of BOQ, rate analysis, and contract conditions Good analytical, numerical, and documentation skills Ability to work under site pressure and meet billing deadlines Good communication and coordination skills with multi-disciplinary teams Qualifications &
