HSE Officer Job Roles & Responsibilities

Experience: 5–10 Years

Project: RIL, Jamnagar

Key Roles & Responsibilities:

- Ensure compliance with HSE policies, procedures, and statutory requirements at the project/site.
- Conduct regular site inspections, safety audits, and toolbox meetings.
- Identify workplace hazards and implement appropriate risk assessment and control measures.
- Monitor compliance with PPE, work permits, and safe work practices.
- Ensure implementation of PTW (Permit to Work) systems, including hot work, confined space, work at height, excavation, lifting, and electrical activities.
- Conduct Job Safety Analysis (JSA), Risk Assessments, and Method Statement reviews.
- Monitor high-risk activities and ensure necessary safety precautions are followed.
- Investigate near misses, incidents, accidents, and unsafe conditions, and recommend corrective/preventive actions.
- Conduct safety induction and HSE training for employees, contractors, and workmen.
- Maintain HSE records, inspection reports, training records, incident reports, and other required documentation.
- Coordinate with client/RIL HSE teams, contractors, and project management on safety-related matters.




- Ensure proper implementation of emergency preparedness and response procedures.
- Conduct and participate in mock drills, emergency exercises, and safety campaigns.
- Monitor housekeeping, fire safety, lifting operations, scaffolding, electrical safety, and work-at-height activities.
- Identify unsafe acts/conditions and ensure timely closure of safety observations.
- Prepare and submit daily/weekly/monthly HSE reports and statistics.
- Support the project team in achieving zero-accident / zero-incident objectives.
- Ensure compliance with applicable RIL/project-specific HSE standards and requirements.

Desired Skills / Qualifications
- Diploma/Degree in Engineering / Safety / Occupational Health & Safety.
- 5–10 years of relevant HSE experience, preferably in Oil & Gas / Petrochemical / Refinery / Construction projects.
- Experience in handling large-scale industrial/project sites will be preferred.
- Valuable knowledge of PTW, JSA, Risk Assessment, HIRA, Incident Investigation, and Emergency Response.
- Good communication and coordination skills.
- Ability to independently monitor site safety and interact with client and contractor teams.
