Job Overview
We are looking for an experienced Head – Technical & Marine to lead the technical management, safety, maintenance, reliability, regulatory compliance, and cost-effective performance of the Company’s offshore fleet. The role will oversee the Technical, Marine, Procurement, and vessel teams, ensuring operational readiness and compliance with industry standards, while also serving as the DPA and CSO responsible for ISM, ISPS, SMS, and QHSE systems.
Key Responsibilities –
1. Fleet Technical Management
- Lead overall technical management of the offshore fleet.
- Ensure vessel safety, reliability, seaworthiness, and operational readiness.
- Oversee PMS, maintenance, breakdowns, repairs, and technical support.
- Monitor vessel performance, defects, downtime, and technical KPIs.
2. Offshore Vessel Machinery & Systems
- Provide technical expertise in vessel machinery and propulsion systems.
- Handle diesel engines, generators, ASD/CPP, DP systems, bow thrusters, hydraulics, electrical, and automation systems.
- Lead troubleshooting, failure investigations, root-cause analysis, and corrective actions.
3. Maintenance, Overhaul & Dry-Docking
- Plan and supervise vessel repairs, overhauls, refits, and dry-docking.
- Develop annual and long-term maintenance plans.
- Ensure projects are completed within approved budgets and timelines.
- Monitor contractors, repair quality, costs, documentation, and vessel re-delivery.
4. Class, Flag & Statutory Compliance
- Ensure compliance with Class, Flag State, IMO, SOLAS, MARPOL, and statutory requirements.
- Manage surveys, certifications, vessel documentation, and conditions of class.
- Coordinate with Class, Flag State, surveyors, and statutory authorities.
- Ensure timely closure of deficiencies and observations.
5. Vessel Inspection & Offshore Industry Standards
- Ensure vessels meet Oil & Gas, EPC,
charterer, and industry standards.
- Coordinate CMID, OVID, Marine Warranty, charterer, and third-party inspections.
- Review findings and ensure corrective actions are completed.
- Benchmark vessel standards against industry best practices.
6. ISM, ISPS, QHSE & Safety Management
- Implement and monitor SMS, QHSE, ISM, and ISPS requirements.
- Promote safety, environmental protection, and operational excellence.
- Manage incident, accident, near-miss, and non-conformity investigations.
- Drive root-cause analysis, corrective actions, audits, and continuous improvement.
7. Procurement & Cost Management
- Manage technical procurement of spares, equipment, consumables, and services.
- Evaluate vendors and contractors from technical and commercial perspectives.
- Control technical budgets and maintenance expenditure.
- Drive cost optimization while maintaining safety, quality, reliability, and compliance.
8. Technical Systems & Continuous Improvement
- Improve technical management systems, PMS, reporting, and fleet monitoring processes.
- Develop and monitor fleet-level technical KPIs and dashboards.
- Track vessel availability, reliability, breakdowns, maintenance costs, fuel consumption, dry-docking, compliance, and defect closure.
- Introduce technology, automation, and best practices to improve efficiency and reliability.
9. Business Development & Commercial Support
- Support Offshore Oil & Gas business development and vessel chartering opportunities.
- Evaluate vessel suitability and technical requirements for prospective contracts.
- Participate in discussions with clients, charterers, Oil & Gas majors, and EPC contractors.
- Support technical submissions, capability presentations, and pre-qualification activities.
- Build stakeholder relationships and identify opportunities to improve vessel utilization and profitability.
Key Performance Indicators (KPIs) Performance in this role will be measured against key parameters including:
1. Fleet availability and operational readiness.
2. Vessel downtime and machinery breakdown frequency.
3. Preventive maintenance compliance.
4. Major repair and dry-docking completion within budget and schedule.
5. Class and statutory compliance.
6. Closure of inspection and audit observations.
7. CMID/OVID and other third-party inspection performance.
