: Head of Human Resources (HR Head) Infrastructure & EPC (Hydro & Tunnels)
Position Title: Head of Human Resources
Industry: Infrastructure / Engineering, Procurement & Construction (EPC)
Core Domain: Hydroelectric Power Projects, Underground Works, Tunnelling (NATM/TBM),
Location: Corporate Headquarters (with extensive travel to remote project sites)
Reports To: Managing Director / Chief Executive Officer / Board of Directors
Position Overview The HR Head will lead the end-to-end Human Resources function, aligning people strategies with complex engineering objectives across EPC contracts (minimum 250 crores ). This role requires balancing corporate governance with the rugged operational realities of managing thousands of blue-collar workers and highly specialized white-collar engineers stationed in remote, high-altitude, or subterranean project environments (such as hydroelectric dams and tunnel excavation sites The ideal candidate possesses deep expertise in strategic talent pooling, specialized technical recruitment, multi-state labor laws, union handling, and managing camp accommodation/welfare infrastructure.
Key Responsibilities
1. Strategic Resource Planning & Global Talent Acquisition
- Mobilization Strategy: Design and execute strategic workforce models for rapid mobilization and demobilization of project-based teams based on EPC timeline milestones.
- Niche Technical Hiring: Target and recruit highly specialized engineering talent globally, including Tunnel Experts, Geotechnical Engineers, Blasting Experts, NATM/TBM Operators, Hydro-Mechanical Engineers,
and Contracts Managers.
- Expat & Subcontractor HR Strategy: Manage the onboarding, compliance, and compensation structures for global technical consultants, joint-venture partners, and local subcontractors.
2. Site Operations, Camp Admin & Employee Welfare
- Remote Camp Management: Oversee the operational standard of remote project camps, ensuring basic amenities, health facilities, and welfare programs comply with international standards.
- Emergency Response Readiness: Collaborate with the Health, Safety, and Setting (HSE) department to manage crises, medical evacuations, and accident responses inherent to hazardous tunnel excavation or dam construction environments.
3. Industrial Relations (IR) & Statutory Compliance
- Union & Grievance Management: Act as the primary escalation point for resolving disputes with local labor unions, community leaders, and local hiring cartels to maintain uninterrupted project operations.
- Legal Compliance: Enforce strict adherence to labor laws, minimum wage acts, contract labor regulations, and environmental health and safety laws across different states/regions.
- Client & JV Audit Readiness:
Maintain impeccable records for statutory compliance to clear audits initiated by government owners (e.g., NHPC) or international consultants (e.g., FIDIC contract overseers).
4. Performance, Compensation & Retention
- EPC Incentive Programs: Implement milestone-linked incentive plans to reward project teams for hitting excavation, breakthrough, or commissioning dates safely and ahead of schedule.
- Retention of Critical Talent: Develop clear retention tracks and multi-project succession programs for key operational heads, project directors, and specialized operators.
Candidate Profile & Qualifications: Education: MBA / PGDM in Human Resources / MSW or equivalent from a tier-1/2 business school. Additional qualifications in labor laws or industrial relations are highly preferred.
Experience: 15 to 20+ years of total HR experience, with at least 57 years leading the HR function inside a heavy civil infrastructure or EPC organization.
Domain Must-Haves: Proven track record managing workforce requirements for large-scale Hydroelectric Power plants, Dam Construction, or Tunnelling/Underground projects.
Technical Know-how: Understanding of EPC project lifecycles, FIDIC contract environments, and structural mechanics of heavy machinery hiring.
Core Competencies: Strong conflict resolution skills, exceptional negotiation capability with external unions, resilience to work in demanding geographic conditions, and strong analytical skills for data-driven workforce budgeting.
