About the Role

We are looking for a Government Grants & Strategic Programs Manager who can identify and secure government funding, innovation grants, strategic programs, and government contracts for BlackMass Energies.

You will work directly with the founders, R&D;, and business teams to identify opportunities across India and global markets , understand eligibility and requirements, build applications, coordinate submissions, and drive them through to approval.

This is an execution role , not a documentation role.

You will be expected to find opportunities, build the case, submit applications, manage stakeholders, and help convert government programs into capital, R&D; support, infrastructure, partnerships, and contracts .

Identify and apply for

- Central and state government grants
- R&D; and innovation grants
- Startup and deep-tech funding programs
- Technology development programs
- Manufacturing incentives
- Climate-tech and clean-tech funding
- Battery and energy-transition schemes
- Critical mineral and resource-security programs
- Non-dilutive funding opportunities

Build a continuously updated database of relevant schemes, eligibility criteria, funding amounts, deadlines, and application requirements.
1. Critical Minerals & Rare Earth Programs

Deeply track government initiatives related to:
- Critical minerals
- Rare earth elements
- Battery materials
- Battery recycling
- Mineral processing and refining
- Strategic materials
- Resource security
- Domestic manufacturing
- Advanced materials
- Circular economy

Identify opportunities under NCMM and other relevant Indian critical-mineral initiatives , along with state-level programs. Understand where BlackMass Energies can participate as a technology company, recycler, processor, materials producer, R&D; company, or strategic supply-chain partner .

1. Government Contracts & Procurement

Identify and pursue:
- Government tenders
- Government procurement opportunities
- Strategic material supply contracts
- Critical mineral and rare-earth contracts
- R&D; contracts




- Technology development programs
- Defence and strategic-sector opportunities
- PSU opportunities
- Government-backed industrial programs

Map relevant ministries, departments, PSUs, agencies, research institutions, and decision-making stakeholders.
1. Global Government Programs

Build a pipeline of international opportunities across:
- Critical mineral security programs
- Battery recycling programs
- Rare-earth initiatives
- Government innovation grants
- Clean-tech funding
- R&D; programs
- Strategic mineral programs
- Government-backed accelerators
- International development programs
- Government procurement and strategic contracts

Research opportunities across markets such as the US, EU, Australia, Japan, Korea, UK, and other strategic mineral economies .

1. Grant Application & Execution

Own the complete process: Identify → Qualify → Build → Apply → Follow Up → Win → Execute

You will

- Study scheme guidelines
- Check eligibility
- Build application strategies
- Prepare technical and commercial proposals
- Develop project budgets
- Coordinate technical inputs with R&D; teams
- Prepare impact and implementation plans
- Submit applications
